Chair Hart called Trustee ArtCartier to the podium to present him with a gift celebrating his 90'^ birthday. Congratulations were extended to Tnjstee Cartier from trustees.Board staff and guests. WELCOME'AND INTRODUCTIONS Board Vice-Chair Peggy Sattler welcomed those in attendance,introduced the Board trustees and introduced special guests and those bringing greetings. Stevenson and D.Anstead and carried: Andresolved thatthe following committee and other trustee appointments for2005 be approved. 7.JOINT SCHOOL BOARD STUDY TO EXAMINE STUDENT TRANSPORTATION DirectorBryceintroduced a report entitled,'Transportation Services Review Implementation- Review ForTheThames Valley District SchoolBoardAndThe London District CatholicSchool Board",prepared by F.J.Galloway Associates Inc.,2004 December. An update on the meetings held by representatives of Thames ValleyDistrictSchool Board and the London District Catholic School Board regarding the development of a transportation consortium/partnership was provided. On 2004 Febmary 24, the Thames Valley District School Board passed the following motion: That the Board endorse the establishment of a joint transportation consortium that Includes TVDSB,LDCSB and the Publicand CatholicFrench Language School Boards for the purpose of maximizing cost savings and efficiencies. In July 2004,the Chairs and Directors of Education for the London District Catholic School Board and the Thames Valley District School Board met to discuss ways and means of proceeding withthe above motions approved by each Board. On2004 July07, the Chairs ofthe Board, Directors of Education,Executive Superintendent of Business Services for TVDSB and the Assistant Superintendent of Business for the London District Catholic ^ School Board met to discuss the issues.Itwas greed to put all issues on the table and that reports would be prepared for the Boards on the progress. On 2004 August 30,the administration met on how to proceed,based on discussions held over the summer and the existing board motions. On 2004 September 14,the Board received a report on the status of meetings withthe London District Catholic School Board which included the following next steps: Work with F.J. GallowayAssociates Inc.,whowas actingas afacilltatortoreviewthe governance models inthe report "Transportation Services Review,"as prepared byF.J. Galloway Associates Inc.,January 2004, witha viewto determine whichmodel wouldbe most effectivefor facilitating the working together of our two.Boards. -Developajolnt"RequestforProposartorevlewsoftware,mappingand ITIssues.Optlonswere outlined in the report "Joint Transportation System Technology Review,"Deloltte &Touche, October 2003. On 2004 November 19,the Chairs of the Board,Directors of Education,Executive Superintendent of Business Services for TVDSB,Superintendent of Business and Assistant Superintendent of Business for the London District Catholic School Board, and Manager of Support Services for TVDSB metto reviewthe reportfromF.J. Gallowayand Associates.Itwas agreed to bring the report fonftrard to the Boards with a recommendation to proceed with the implementation plan. -The London District Catholic School Board will receive the report on December 13.The Thames Valley District School Board will receive the report on Tuesday,December 14. Ifboth Boards s agree to proceed,a joint press release will be issued Wednesday,December 15.,_J 2004 December 14...3 7.JOINT SCHOOL BOARD STUDY TO EXAMINE STUDENT TRANSPORTATION -cont'd -Should Board approval be received,a meeting will be held with District 11/38 Bus Operators Association.They will play a key role with the project team in the implementation plan. -Thames ValleyDistrict School Board presently provides transportation services to Public and Catholic French Language School Boards.They will be asked to participate In the development of the Implementation approach and governance model if approval to proceed is received. The Ministry of Education provided funding of $253 310 to the Thames Valley DistrictSchool Board to enable it to establish and run transportation partnerships with coterminous Boards to provide the co-operative delivery of transportation services.A 2004 August 31 balance of $203,394 remains in our reserve funds for any additional costs related to this initiative RECOMMENDATION: That the implementation approach proposed in.the report Transportation Services Review Implementation",F.J.Galloway Associates Inc.,dated 2004 December be approved. The recommendation was moved by T.Roberts and J.Bennett and carried. 8.OFFICERS OF THE BOARD Chair Hart introduced a report identifying the officers of the Board who shall have signing authority on behalf of the Board for the period 2004 December 14 to 2005 December 13,as the Secretary of the Board and Treasurer,both of whom,along with the Chair and Vice-Chair. In accordance with the Thames Valley District School Board Bylaws,Inaugural Meeting of the Chair (6.4)as follows; The Board,by resolution,shall appoint by name the Officers of the Board who shall be the Secretary of the Board and Treasurer,both of whom,along with the Chair and Vice-Chair shall have signing authority on behalf of the Board. The following recommendation was moved by L.Stevenson and S.Peters: That the following persons be appointed signing officers on behalf of the Board for the period 2004 December 14 to 2005 December 13: Graham Hart,Chair of the Board Peggy Sattler,Vice-Chair of the Board Bill Bryce,Director of Education and Secretary Brian Greene,Executive Superintendent of Business Services and Treasurer 9.PRESENTATION TO 2004 CHAIR As Past Chair Jan Hunter was unable to attend the meeting,the presentation to her for serving as 2004 Chairperson was deferred to the Regular Board meeting of 2004 December 21. 10.PRESENTATION OF GAVEL On behalf of the students,trustees,staff and community of the Thames Valley District School Board, the gavel ofoffice was presented to Chairperson Hartbyhis cousin,DufferinHart, a Grade 6 student at Tollgate P.S.,Woodstock. 11.MUSICAL INTERLUDE The Glendale High School Stage Band from Tillsonburg, with conductor Ed Steer,performed a musical number. 2004 December 14...4 12.INAUGURAL ADDRESS Board Chairperson Graham Hart delivered the following inaugural address: "Director Bryce, Fellow Trustees,Honoured Guests,Ladies and Gentlemen: Iam humbledtostand beforeyoutonightas the2005ChairoftheThames Valley District School Board. I would liketo thank my fellow trustees, fortheirconfidenceand support. WhileInowtake ona stronger leadershiproleas chairofthe board itis importantto remember that we are strongest when we worktogether. Forthis reason, the creation ofa strategic plan and the agenda forthe upcomingyear will requirethe participationofthe entire board and will be outlined once we all have a chance to contribute. Ihave decided notto make individual promises or forecasts inthis Inaugural address butInstead Iwish to create a theme for the future cooperation ofthe board and the community as a whole. Many individuals wonder whywe dedicate so much ofourtimeand energy to beinga trustee The simple answer for me is that I want to continue to make a difference. Through out my life I have had the honour and privilegeto make a difference.1now call on the entire board to stand with me to make a difference for students,parents,and the entire community that we live in. Ispent myelementaryyears atSS#2 EastZorra,a one-roomschool.When1movedto secondary school at Woodstock Collegiate,itdidn'ttake longtorealizethat at each elementary school there was a differentlevelofeducation.Unfortunately,forme there was some catching upto do.Yes, Ihad a reasonable background from ss#2 .. butwe had no library,no gymnasium,no shop or home economics class.Other students were significantly ahead.Inthe mid to late 60*s,those one-room schools were amalgamated..thus offering more opportunities to those ofus who lived inrural areas.Was everyone happy about this? No,but most soon began to realize that the world was changing and that the quest to acquire better skillsand knowledge to work In this new world, would have to be Incorporated into their close knit communities. One-room schools no longer exist in Thames Valley but trustees face similar challenges to ensure that everystudent is prepared forthe nextgrade level and ultimately forgraduation from secondary school.Trustees and allBoardemployees make a difference byfocusing on student learning and student improvement. Inthe 70's my wife Eleanor and I spent 4 years in Nigeria,West Africa where Itaught in the Faculty of Agriculture at the School of Agricultural Economics and Extension.We were there to makea difference.I quickly learnedthatformost Nigerians,educationwasadream nota reality. And those who were educated tended to be those who had the money to do so. Education was a privilege in Nigeria nota right.Iremember thinking howluckyIhad been forthe opportunity to learn in Canada. I would like to share,especially with the students here tonight;some images that helped encourage me to make a difference.The few villages in Nigeria that did have schools had a hut like structure with a thatched or corrugated steel roof.There were no windows only sections of the wall opened up for ventilation. There was a shortage of paper and pencils. Out of a population of90 million only 5% of the students went to secondary school and even fewer were able to attend university or a technical training school. 2004 December 14...5 12.INAUGURAL ADDRESS -cont'd I can remember watching one ofthe lessons at a near by elementary school.The young children sat in rows on the ground and leamed by verbal repetition. In most schools there weren't the necessary supplies for the students to leam by any other means.Again, we face similar problems today but I'm confident we WILL make a difference. We liveinan ever-encompassing Global Community.We use technology nowthat we never even imagined 40 years ago.Today,students inthe Thames Valley are computer literate at an early age.These skills are now becoming apart of the fundamentals of education.Itis our duty to look to the future needs of students and to aid them In meeting the goals and dreams they have. How significant is our preparation of students today?Itis evident through the constant support from the community and the widespread concern for educational issues that an educated population is of utmost importance to our community.This is why teachers,co-op placements, supervisors,support staff,learning co-ordinators,parents and the students themselves choose to make a difference in our community. We're lucky enough to live in a community where all of this is possible.Let us remember that throughout the world there are those that are less fortunate than we are.Remember that 70%of the world's population Is unable to read that 50%suffer from malnutrition,or that only 1% own a computer.It is also ever important to remember that throughout the world very few students make itto the end of their secondary education ifthey even begin one. The strength ofour community is not rooted Inluck.We are fortunate enough to livewith people who want to make a difference,and they have.In my role as a trustee and the board chair for this year, Ilookforwardto continued co-operation and effective decision makingwithmy fellow trustees.We are all important players in preparing students fortheir role ina Global Community. Teachers,support staff,parents,and community leaders make a difference.Trustees make a difference by developing supportive policies that encourage learning opportunities for each and every student. I feel we have a phenomenally talented team of trustees.1look forward to their contributions and 1lookforward to strengthening our community by ensuring that every student has the opportunity to make a difference.That,my friends,is why I choose to continue to make a difference. Thank you." The following motion was moved by L.Stevenson and P.Sattler and carried: That the Chairperson's Inaugural address be spread upon the minutes and posted to the Board's website. 13.BENEDICTION •Rev.Margaret Murray delivered the benediction. 14.MUSICAL INTERLUDE The Glendale High School Stage Band performed two additional musical numbers.Tmstee Stewart thanked the students and conductor for their participation in the Inaugural meeting. 2004 December 14...6 15.CLOSING REMARKS Director of Education Bill Bryce presented closing remarks noting that this istheseventh Inaugural meeting of the Thames Valley District School Boardsince its inception.He commented that the presenters participating thiseveningdearly exemplify everyone'senthusiasm for public educationand advised thattheSenior Administration together w/ith ChairHart,ViceChairSattler. and allthe trustees will continuetoworkas a team towards improving student learning.
