Board Chair T.Grant called the meeting to order at 7:15 p.m. 2.13.O CANADA AND MUSICAL PRESENTATION The appreciation of the Board was extended to the Wilfrid Jury Public School Choir for their performance and Conductor R.Bannerman for leading in the singing of O Canada and performing two musical selections. 4.APPROVAL OF AGENDA The agenda was approved on motion of P.Jaffe,seconded by S. Polhill. 5.OFFICIAL RECORD -none 6.RECOGNITIONS a.Australian Exchange Visitors Exec.Supt.M.Sereda introduced this year's Australian participants in the 2011 Ontario Principals' Council (OPC) International Partners inAction exchange program. The program was facilitated by LEAP (Leading Educators around the Planet),a program that provides an opportunity for principals/supervisory officials to engage in professional dialogue about common and diverse issues facing school leaders around the world.The participants attend several events including visits to both elementary and secondary schools in Thames Valley over a 10-day period. Participants thanked the Board for an informative experience In which they made valuable friendships and educational relationships which provided them with many program ideas to present to their boards. 7.CONFLICTS OF INTEREST -No conflicts of Interest were declared. 8.CHAIR'S ANNOUNCEMENTS Chair Grant invited trustees to attend the upcoming Equity and Inclusive Education workshop on 2011 October 6 where information on religious accommodation will be shared. 2011 September 27...2 9.DIRECTOR'S ANNOUNCEMENTS DIrectorTucker advised trustees that there are trustee in-service sessions scheduled for October4 and 18, where Specialized Technology, French Immersion and Capital Planning information will be presented. 10.ADMINISTRATIVE PRESENTATIONS a.Settlement Workers In Schools Exec. Supt.L.Elliott introduced J. Robinson,L.Pressey,Learning Supervisor;and S. Bruyns, Principal, who provided trustees with an update on the Settlement Workers in Schools (SWIS) program. Principal Bruyns was recognized for her efforts indeveloping the Thames Valley program A group of Peer Leaders shared their experiences inthe SWIS program and its importance to new students. !t was noted that the first year of the SWIS initiative has been highly successful for newcomer students and their families.SWIS workers from the following three agencies within the Cityof London service the schools: •South London Neighbourhood Resource Centre; • LUSO Community Services; •London Cross Cultural Learner Centre. SWIS is focused on the settlement and integration of newcomer families atTVDSB schools.Workers provide important linksto community services and agencies as well as assist parents and students in understanding the Ontario educational system. Annual reports for each agency were provided and included detailed information about the students they have served,as well as programs and workshops offered. Responding to a question regarding the impact on reduction infunding, it was noted that there have been a few schools which felt the impact;however,agencies made every effort to meet the needs for the students. b.Corporate Guide to Social Media K.Young,Manager ofPublicAffairs,and R. Hoffman, PublicAffairsCo-ordinator,presented the draft Guide to Social Media designed to give the Board a framework for using social media as a corporate communication tool for the community.It was noted that a larger discussion is necessary on how system principals and teachers use social media to communicate with parents and students. The Communications and Public Affairs Committee met inApril and discussed how the board could use social media to communicate its message as a corporate communication tool.Members of the committee who work with staff also expressed concem about how principals and teachers would use social media.It was noted that teachers should adhere to the standards set by the Ontario College of Teachers that were released in the spring. In response to a question regarding a possible Increase in workload due,it was noted that the Public Affairs department has been reorganized to provide for the needed social media monitoring. Student access to a TVDSB Facebook page was briefly discussed and it was noted that students do not have to invite or accept the board as a "friend",rather they can "like"the page and stillbe able to receive up-to-date information.Concern was raised that not all students have ongoing access to technology and/or may be limited because of an age restriction.The Facebook page will be geared 'to parents and secondary students initially. 2011 September 27...3 11.MINUTES OF THE 2010 SEPTEMBER 13 BOARD MEETING a.CONFIRMATION OF MINUTES The minutes of the Regular Board Meeting of 2011 September 13 were adopted on motion of J. Coghlln,seconded by G. Hart. b.BUSINESS ARISING FROM MINUTES -none 12.STUDENT TRUSTEES'UPDATE Student trustee S.Amrl advised that she and Student trustee W. J. Tai have completed their welcome letter to be sent out to the schools.She also noted that there will be a Student Council Advisory meeting on Thursday,November 10. 13.REPORTS FROM THE ADMINISTRATION a.French Immersion Boundary Changes for Sir Frederick Banting Secondary School,SirWilfrid Laurier Secondary School and Strathroy District Collegiate Institute Exec. Supt.K.Dalton presented the following report requesting Board approval to amend the existing French Immersion secondary school boundaries for Sir Frederick Banting Secondary School,Sir Wilfrid Laurier Secondary School,and Strathroy District Collegiate Institute.She was joined by Planning Officer B.Seto. It was noted that at the present time,students who graduate from grade 8 within the French Immersion program at Centennial Central Public School are within the attendance boundary of Strathroy DistrictCollegiate Institute for grade 9 French Immersion. Given the excessive distance from the intersection of Richmond Street and Medway Road to Strathroy,very few grade 9 secondary students choose to attend Strathroy District Collegiate Institute to continue their program in French Immersion. A meeting was held 2011 June 07 at Centennial Central Public School with the parents of the French Immersion students to seek input and advice concerning possible changes to the secondary school French Immersion boundaries. It Is recommended that the current school boundaries for Strathroy District Collegiate Institute French Immersion Program be reduced in size to allow students graduating from the Centennial Central Public School French Immersion Program to be designated to Sir Frederick Banting Secondary School,Sir Wilfrid Laurier Secondary School, and Strathroy DistrictCollegiate Institute {see Appendix A). It was suggested that students now living withinthe new boundary should have the opportunity to move to the school in their area effective next semester.It was noted that course selection would be limited because of class size and there were only a few students who expressed interest. The Special Education Report was approved by the Board at the Board meeting of 2011 June 07. An update on the Student Re-engagement Project was provided noting that 175 students have successfully graduated.The project will continue for the 2011-2012 school year. The committee was informed that B.Greene,Executive Superintendent of Business retired at end of August 2011.K.Meeson has assumed the position of Superintendent of Business and Treasurer. 6.2010-2011 MINISTRY OF EDUCATION SPECIAL EDUCATION ADVISORY COMMITTEE (SEAC)BUILDING CAPACITYSURVEY RESULTS The committee reviewed the Ministry handout.It was noted that only half of SEAC's were involved in their Board's improvement plan.There was a brief discussion on Thames Valley District School Board's improvement plan Including special education student needs. Supt.K.Edgar noted that this committee's feedback on the Board Improvement Plan for Student Achievement (BIPSA)was included in the process. The SEAC learning website was discussed and will be included as a future agenda item. 7.FIVE TO TEN MINUTE MEMBER PRESENTATIONS T. Fawdry provided information regarding Learning Disabilities Association of Ontario as part of SEAC's action plan to update members on their organizations. 8.DVD PRODUCTION SUB-COMMITTEE UPDATE Learning Supervisor J.Johnston updated the committee noting that the next DVD production sub-committee meeting will be scheduled for sometime in the fall of 2011.Report OAFCCD was successful in receiving a grant and will be producing a DVD focussing on families with children with communication disorders. 9.NEW BUSINESS Learning Supervisor J.Johnston noted in July a proposal was submitted to the Ministries of Education, Healthand Child Youth Services for an integrated speech and language project. The project centres around two areas (Carling Heights/Northbrae and Strathroy). The funding will support a project manager and goals.Regular updates will be provided to SEAC.The committee was advised that J. Through the Capital Planning process it was realized that there will be a greater need formore developmental secondary classes inthe next twoto three years.The goal is to have clustered classes (more than one class per school). At Administrative Council on 2011 September 12, the 2012 Special Olympics date was confirmed for the week of 2012 May 07 at the TDWaterhouse Stadium. There will be a course offered through Ontario Principal's Council (OPC) on Special Education for administrators.Our Board is 1 of 10 boards that will offer this new course with an opportunity to personalize itfor Thames Valley.This will be an additional qualification course for Principals and Vice-Principals. Community Care Access Centre (CCAC)has announced that it has released priority 3 children that have been on the waiting list since 2011 February and priority 4 children aged 6 and under for occupational,physical therapy and speech services.The committee discussed monitoring the situation. The committee was advised that a motion to appoint Carol-anne Dendias to represent Chippewas of the Thames on SEAC is going forward to the Board on 2011 September 13.
