Exec.Supt Sereda advised that there were a number of deals outstanding at the support staff level in addition to the elementary and secondary school teachers'agreements.The Board Is currently in the process of amending Its current collective agreements.A Memorandum of Understanding is underway with CUPE. 2013 January 8...2 9.DIRECTOR'S ANNOUNCEMENTS -cont'd DirectorTucker advised that he will be recording a message to the system that will focus on the new Mission and Vision of the Board based on its commitment to each student,every day. 10.PUBLIC INPUT-none 11.ADMINISTRATIVE PRESENTATIONS -none 12.MINUTES OF THE 2013 DECEMBER 18 BOARD MEETING a.Confirmation of Minutes The minutesofthe Regular Board Meeting of2012 December 18were adopted on motion of P. Jaffe,seconded by R.Tisdale. b.Business Arising from the Minutes in response to a question, itwas noted that information related to capital planning and the ELS Ministry of EducationMemorandumand Full-Day Kindergarten will be broughtto the Boardin February. 13.STUDENT TRUSTEES'UPDATE Student Trustee E.Kim advised that the next Student Advisory Council meeting will be held on 2013 February 27 from 4:30 p.m. to 6:30 p.m. 14.REPORTS FROM THE ADMINISTRATION a.Senior Administrative Response to tlie Tillsonburg ARC (Annandale,Maple Lane,Rolph Street and South Ridge Public Schools) Exec. Supt.K.Daiton provided the following report ofSenior Administrative recommendations and response regarding the Tillsonburg Elementary Accommodation Review Committee (Annandale,Maple Ridge, Rolph Street,and South Ridge Public Schools). The Tillsonburg Elementary Accommodation Review Committee,comprised of Annandale,Maple Lane, Rolph Street and South Ridge Public Schools,completed its task to study the accommodation of pupils from the four schools as approved by the Board on 2011 November 29. The ARC completed its process with a final public Input meeting held 2012 November 21 after which the final ARC report was fonwarded to Director Tucker for presentation to the Board on 2012 December 18 and to the Senior Administration for response (see Appendix A -Report of the Tillsonburg Elementary ARC). Senior Administration's recommendations reflect support for Recommendations 1.0,4.0,15.0, and 16.0 from the ARC report. Annandale Public School will be organized to a JK to 8 model and receive renovations for Full- Day Kindergarten and other facility improvements which would create an OTG capacity of approximately 550 as of September 2014. South Ridge Public School will be organized to a JK to 8 model and receive an addition and renovation in order to bring the facility up to TVDSB standards,Including Full-Day Kindergarten rooms which would create a school with an OTG capacity of approximately 400 as of September 2014. 2013 January 8...3 14.REPORTS FROM THE ADMINISTRATION -cont'd a.Senior Administrative Response to the Tlllsonburg ARC (Annandale,Maple Lane,Rolph Street and South Ridge Public Schools)-cont'd A new JK to 8 elementary school will be constructed based on TVDSB standards in West Tlllsonburg on Board-owned property located on Quartertown Line with an OTG capacity of approximately 550 for September,2014. All projected enrolments and proposed school OTG capacity is based on Full-Day Kindergarten programming. Recommendation 10.0 disbands the ARC as per the Board's Pupil Accommodation and Facility Organization procedure.Appreciation is extended to the ARC members and the personnel of the Board who provided an invaluable resource to the Committee.The work completed,the time spent,and the careful deliberations of the members contributes to providing the maximum program opportunities for the maximum number of students. The following recommendations from the ARC report are not included in the Senior Administration's recommendations and require further clarification: 2.That Trustees recognize the historical significance of the Rolph Street Public School building. Senior Administration recognizes the historical significance and importance that Rolph Street Public School has played in the Tlllsonburg community.However,Senior Administration would not support any official heritage designation placed on the property due to the fact that it may reduce the value of the property and may deter any potential sale. 3.That the space be available at the three proposed schools to house before and after school programs. As reported to the Board at its meeting of 2012 November 27,the following Child Care providers have been awarded contracts through the "Request for Proposals"process as of June 2012: Maple Lane Public School YMCA of Western Ontario Rolph Street Public School YMCAof Western Ontario South Ridge Public School YMCAof Western Ontario As Full-Day Kindergarten programs are implemented, the indicated Child Care provider will offer before-and-after school programs at each location. 4.That Maple Lane Public School be assessed for future education uses such as French Immersion or adult education. The Senior Administration's recommendation to close Maple Lane Public School does not include the direction to declare it surplus.This omission was deliberate to allow the Board to retain the facilityfor future use such as French Immersion or adult education. 5.That memorabilia from Maple Lane Public School be moved to Annandale Public School and the memorabilia from Rolph Street Public School be moved to the new Tlllsonburg school. The relocation of memorabilia willbe discussed and decided by the Transition Committees. 2013 January 8...4 14.REPORTS FROM THE ADMINISTRATION -cont'd a.Senior Administrative Response to the Tlllsonburg ARC (Annandale,Maple Lane,Rolph Street and South Ridge Public Schools)-cont'd 6.That the design committee review the possibility of maintaining the science labs located on the second floor of Annandale Public School for senior students. Design Committees will discuss programming space locations during the design process.It is noted that science labs are not required to deliver the Ontario elementary science curriculum and that the maintenance of such rooms would limit programming space options. 7.That appropriately sized trees that will provide shade be planted at the new school. The planting of trees and landscaping will be consistent with other new schools constructed by the TVDSB. 8.That TVDSB negotiate with the town of Tlllsonburg to implement a joint use of facility agreement at South Ridge Public School. Administration will approach the Town of Tlllsonburg with respect to a Joint Use Agreement regarding the Town-owned park adjacent to South Ridge Public School.This is consistent with other Joint Use Agreements developed and executed with other municipalities for adjoining green space and exterior amenities. 9.That no portion of the Annandale Public School property and/or the new school property be sold. Any sale of a school site or portion of a school site must receive Board approval and must followO. Reg 444/98, which governs the disposition of school board property. Future school site configurations will be determined on a school-by-school basis,dependent on Board requirements. 10.That all playground equipment that meets safety standards be moved to Annandale Public School and the new school. An external agency will inspect the existing playground equipment at the closed schools and determine ifit meets current CSA Standards.Design Committees for both Annandale and the new school will be advised regarding availability of equipment that is certified and will determine the need and location of the equipment as per past practice. 11.That a teacher representative from each division (primary, junior,intermediate)and a minimum of one ARC member be on each Design Committee. Consistent with all Design Committees,membership includes a school administrator,one parent per represented school,one teacher from each represented school from different divisions,the Superintendent of Education for the School,the Executive Officer of Facilities and Capital Planning,the Project Co-ordinator,and the appointed architect. 12.That all three schools have an instrumental music program located on the main floor of each school. The Design Committees will discuss programming space locations during the design process. The General Arts Room in each of the schools will be constructed to TVDSB standards and located where physically possible as deemed appropriate by each Design Committee. 2013 January 8...5 14.REPORTS FROM THE ADMINISTRATION -cont'd a.Senior Administrative Response to the Tilisonburg ARC (Annandale,Maple Lane,Rolpii Street and South Ridge Public Schools)-cont'd 13.That TVDSB not only meet but exceed the minimum elementary program space standards at all of the Tilisonburg schools to be renovated or constructed including the following items: a kitchen space to accommodate a breakfast program, additional separate and permanent storage space for the possibilityof before and after school programs. All nevt^and renovated schools will meet current Board standards. 14.That TVDSB include the following when renovating or constructing schools in Tilisonburg: air conditioning Inall schools,refurbishing and maintaining the existing track and greenhouse at Annandale PublicSchool, and in consideration ofthe increased amount of traffic(vehicularand pedestrian)include a more secure and safe drop offand pick up area at each school. • All new and renovated schools will meet current Board standards with regard to ventilation and air conditioning. •The existing track will be maintained to current Board standards. • The existing greenhouse is not required forthe Ontario elementary curriculum.There may be a time inthe future where it becomes prohibitiveto repair. • Design Committees will reviewand determine finaldesign for drop-off/pick-up and parking requirements for all three schools. 15.That during the transitionyear, the Grade 7 Annandale PublicSchool students remain at Annandale Public School for their graduating Grade 8 year. As Senior Administration desires the smoothest possible transition for students,the recommendation of the ARC to leave all Grade 8 students at Annandale Public School for their last year of elementary school is supported.This results inthe NewTilisonburg ElementarySchool and the consolidated South Ridge PublicSchoolaccommodating JKto 7 students fortheir first year ofoperation, and expanding to JK to 8 during their second year of operation. 16. That the following boundary recommendations be considered as a whole:Area2 be divided at North Street,students living south of North Street and east of Tillson Avenue be included in the Annandale catchment area;Area 4 students livingon Broadway will attend the new school; Area 5 students will attend the new school; the students inthe community of Ostrander attend the same school. Senior Administration wishes to minimize the boundary disruption to the students and, therefore, can support all of the boundary recommendations fromthe ARC.Some minor alterationsto the proposed boundaries given bythe ARCare required inorder to maintain the OTG capacities proposed (see boundary descriptions detailed inSenior Administrative recommendation 7 and maps identified as appendices Band C). Cost/Savings The proposed enhanced pupil accommodations listedinthe Senior Administration's recommendations are contingent on Ministry of EducationCapital funding approval.The Board must submit detailed business cases to support the requests ofthis funding and the timelinefor this approval is uncertain. 2013 January 8...6 14.REPORTS FROM THE ADMINISTRATION -cont'd a. That a new JKto 8 school be built at Quarter Town Line In Tillsonburg on the site previously purchased bythe Board opening2014 September 01 contingent upon Ministry of Education Capital Funding approval. 4. That Annandaie PublicSchool be organized intoa JK- 8 elementary school effective2014 September 01 in conjunction with renovations tothe school contingent upon Ministry of Education Capital Funding approval. 5. That Recommendations 1 through 9 ofthe Senior Administrative Response to the TillsonburgAccommodation Review Committee (Annandale, Maple Lane, Rolph Street and South Ridge Public Schools Schools) be deferred to the 2013 March 26 Board meetingfor consideration. The following motionwas moved by B.McKinnon,seconded by G. Hartand carried. That the Tillsonburg Elementary Accommodation Review Committee be disbanded. The Senior Administration responded to trustees'questions of clarification regardingcurrent Board standards and standardized language used in the recommendations to maintain consistency.It was also confirmed that instrumental music programs will be available at all three schools which was referred to as "general arts"programs. Nicolle,Regional Internal Audit Manager,provided a high level review of the document and noted it is the same document signed by the nine other member boards of the South Region.She reviewed the mission and scope of work,organization,accountability,independence,responsibility and reporting.She described matters such as conflict resolution process and assessment and noted that provincially best practices are being developed.
