Supt.L.Griffith-Jones Introduced Celina Rivas-Vasquez,Miss Teen Canada for 2013.The Grade 12
Montcalm Secondary School student was described as veryfocused with a genuine heart. MissRivas-
Vasquez will be doing mission work in El Salvador and plans to continue volunteer work at a soup kitchen.
Her Inspirationto compete forthe MissTeen Canada title came frommeeting Jaclyn Miles,MissTeen
Canada 2012, whovisited herschool last year. She learned individuals inthe competition are judged noton
appearance,but rather on personality and community involvement.Since winning the title, Miss Rivas-
Vasquez has delivered numerous speeches.She plans to study pre-health sciences at Fanshawe College in
January 2014. Miss Rivas-Vasquez expressed appreciation to the Board and Montcalm staff for their
support,noting how much the staff truly care about their students.

ChairJ. Bennett reported that on Wednesday April 3, 2013,she.Trustees Todd and Grant, and Supt. S.
Hughes attended the rededlcation of Balaclava Street PublicSchool commemorating Itsnew use as the St.
Thomas Balaclava AdultLearning Centre. Becky Howse, PrincipalofAdultand Continuing Education, and her
staff were recognized fortheir work inplanning the successful event.Moving the former St.Thomas Adult

Learning Centre to the Balaclava location enabled the expansion ofthe number ofprograms offeredforadult
and alternativeeducation students inthe St. Thomas area.Along with the existingprograms ofadult high
school credits,English as a Second Language and Gatewayto Learning,the site will nowoffer Elgin
Reconnect,U-Turn and alternative education programs,as wellas career-ready certification programs such as
Personal Support Worker (PSW) and hairstyling apprenticeship.
9.DIRECTOR'S ANNOUNCEMENTS
DirectorB.Tucker called upon Supt.K.Edgar who was pleased to confirmthe Special Olympicsevent for
secondary and elementary students would be held the week of June 3,2013.
Director Tucker called upon Supt.K.Meeson to provide an update on the court case involving two local school
bus operators and the consortium which supplies student transportation to Thames Valley and London District
Catholic School Boards. On April 2, a judge inthe case granted an injunction to haltthe consortium's request
for proposals (RFP)for school busing in 1/3 of the transportation service area.The RFP was scheduled to
close the same day the injunction was granted.Staff will be working with solicitors to determine next steps.

11.ADMINISTRATIVE PRESENTATIONS
a.School Within A University
Exec.Supt.L. Elliott introduced the team of staff contributing to the success of the first year of the School
Within A University (SWAU) pilot project:Supt.S.Hughes,Principal of Adult and Continuing Education B.
Howse,Program Services Learning Supervisor P.McKenzle,and Classroom Teacher R. Bell.Exec.
Supt.Elliot commended the support and vision of the University of Western Ontario and the Faculty of
Education.Exec.Supt.Elliot noted classroom teacher R. Bell is an exemplary teacher creating a student-
focused learning environment.The SWAU program provided 25 Thames Valley students the opportunity
to complete their final high school courses required for graduation,as well as earn a university credit.The
program builds on the success of the TVDSB's School Within a College (SWAC)program created in
partnership with Fanshawe College.SWAU allowed students to complete up to six senior high school
credits while earning a university credit, all on Western's campus.Eligible students who met criteria set by
TVDSB and Western's Admissions Office were selected by school staff. Unlike similar other programs in
the province this one Is focused on at risk students.Outcome Indicators suggest the SWAU program Is
successful at keeping students on a path toward post-secondary education.
Teacher R. Bell shared information about the current year program and plans for 2013-2014.SWAU
student R.Turner commented on her experience with the project and the positive Impact It had on her and
fellow students.She and R. Bell responded to questions from trustees.
b.2013-14 Grants for Student Needs (GSNs)
Supt.K.Meeson reported the 2013-2014 Grants for Student Needs were announced by the Ministry of
Education on March 27,2013 Including:the Grants for Student Needs Funding and Regulations,the
Funding InAddition to Grants for Student Needs,and the Full Day Kindergarten Program Funding for Year
4.Supt.Meeson noted the GSN regulations for 2013-14 have been made by the Lieutenant Governor in
Council and GSN funding for 2013-14 is projected to remain stable at $21 billion.
Supt.Meeson highlighted key policy and funding changes including:changes related to the labour
framework,the new 34 credit threshold,measures to assist Boards with capital projects cost
management,and enhanced accountability and reporting requirements.

12.MINUTES OF THE 2013 MARCH 26 BOARD MEETING
a.Confirmation of Minutes
The minutes of the Board Meeting of 2013 March 26 were confirmed on motion of R.Campbell,seconded
by J Coghlln.
Trustee T.Grant referred to the SEAC report in the minutes thanking staff for including the appendices
previously not included in the agenda package of March 26.She also advised trustees that the Special
Education Advisory Committee had been receiving correspondence related to a letter written by Chair
Bennett and Trustee Grant on behalf of students who would be transitioning into adult services.She
noted this was becoming a province-wide concern.
b.Business Arising from Minutes -none
13.STUDENT TRUSTEES'UPDATE
Chair Bennett advised the student trustee election is scheduled for the morning of Tuesday,April 23.Trustees
are welcome to attend to meet withthe student trustee candidates and to assist with the process.

a.Senior Administrative Response to the Western Elgin Accommodation Review Committee (ARC)
Exec. Supt.K.Dalton reviewed the report that set out the senior administrative recommendations and
responses regarding the Western Elgin Elementary ARC.
The Western Elgin Elementary Accommodation ReviewCommittee comprising of Aldborough and
Dunwlch-Dutton PublicSchools, and West Elgin Senior ElementarySchool, completed Itstask to study
the accommodation of pupilsfromthe three schools as approved bythe Thames Valley District School
Board on 2011 November 29.
The ARC completed Its process with a final public input meeting held 2012 December 10 after which the
finalARC report was forwarded to the Director of Education for presentation to the Board of Trustees on
2012 December 18 and to the Senior Administration for response {see AppendixA- Report of the
Western Elgin Elementary ARC).
Senior Administration's recommendations reflectsupport forrecommendation1.0 from the ARC Report.
Aldborough PublicSchool will be organized to a JK-8 model as of September 2014, and receive an
additionand renovations, contingent upon Ministry of EducationCapitalFundingapproval,In order to
bring the facility up to TVDSB standards whichwould create an OTG capacity ofapproximately 390.
Dunwlch-Dutton Public School will be organized to a JK-8 model as of September 2014, and receive
renovations, contingent upon Ministry of Educational Capital Funding approval, Inorder to bringthe
facility up to TVDSB standards whichwould create an OTGcapacity of approximately 340.All projected
enrolments and proposed school OTG capacity are based on Full Day Kindergarten programming.
Recommendation 7.0 disbands the ARC as per the Thames Valley District School Board's procedure on
"Pupil Accommodation and Facility Organization."Appreciation is extended to the ARC members and the
personnel of the Thames Valley District School Board who provided an invaluable resource to the

Committee.The worl<completed,the time spent,and the careful deliberations of the members
contributes to providing the maximum program opportunities for the maximum number of students.The
following recommendations from the ARC Report are not Included in the Senior Administration's
recommendations or require further clarification.
ARC Recommendation
THAT Dunwich-Dutton P.S.building is vacated to facilitate barrier-free renovations,to which the JK to
Grade 7 students would return In September 2014.
Senior Administrative Response
Dependent on the timing of Capital Funding approval,Senior Administration would decide at that time on
the accommodation of Dunwich-Dutton students during the renovations.This accommodation may
include the vacating of Dunwich-Dutton Public School during the renovation period.
ARC Recommendation
THAT community partnerships with Dutton/Dunwich are supported and maintained during the transition,
i.e.,swimming at local pool.Earth Day,John Kenneth Galbraith Public
Library.
Senior Administrative Response
The Principal may continue associations with the Dutton/Dunwich community through field trips to
enhance the regular classroom program (e.g..Earth Day,John Kenneth Galbraith Library, local
swimming pool).
ARC Recommendation .
THAT transportation services accommodate before and after school programs and child care services for
the Dunwich-Dutton parents for the transition year.
Senior Administrative Response
Parents may apply to Student Transportation Services to have their child picked up and dropped off at
the Day Care facility.
ARC Recommendation
THAT the Thames Valley District School Board,through the Executive Officer of Facility Services and
Capital Planning or his designate,co-ordinate with the Municipalities of Dutton/Dunwich,West Elgin and
the County of Elgin regarding Infrastructure requirements,building design,and any other changes
throughout the process.
Senior Administrative Response
Facility Services,in conjunction with our Design Consultants and the Municipalities,will review site plans,
building code requirements,Municipal services and infrastructure requirements for the proposed
projects.
ARC Recommendation
THAT upon closing West Elgin Senior Elementary School,West Elgin Secondary School continues to
use the facility as a satellite for secondary programming.
Senior Administrative Response
Senior Administration supports the retention of West Elgin Senior Elementary School to provide potential
secondary program opportunities.

THAT West Elgin Secondary School be prioritized for Program Enhancement and Capital Improvement
funding.
Senior Administrative Response
The Ministry of Education has Identified that their prioritywith respect to capital funding will be centred on
growth, Prohibitive to Repair or consolidation of schools.West Elgin SS does not presently qualifyfor
any of noted criteria. Routine maintenance and school renewal projects will be scheduled at West Elgin
SS as required or Identified.
ARC Recommendation
THAT Dunwich-Dutton P.S.and Aldborough P.S.would receive program enhancements required for
physical education,library resource,general arts and learning support,as well as a stage at each of the
schools.
Senior Administrative Response
Both proposed projects will be designed and constructed to meet Board standards.An analysis of the
facilities will be completed during the design phase to determine the program areas to be enhanced.
ARC Recommendation
THAT air-conditioning be installed at Dunwich-Dutton P.S.and Aldborough P.S.
Senior Administrative Response
Both proposed projects will be designed and constructed to meet Board standards.An analysis of the
facilities during the design phase will determine the changes required for the heating and ventilation
system in the schools,and may Include air conditioning.
ARC Recommendation
THAT program equity is ensured related to instrumental music at each school.
Senior Administrative Response
The General Arts/Music Room In each of the schools will be constructed to TVDSB standards.Musical
instruments and resources will be provided to support the instrumental music program at Aldborough and
Dunwich-Dutton Public Schools.
ARC Recommendation
THATthe Thames Valley District School Board considers potential partnerships for use of facilities and
enhancement of facilities prior to or during the design process.
Senior Administrative Response
As per the Ministry's directive.Encouraging Facility Partnerships,and the Board's Policy and Procedure,
any potential partnership could be incorporated in the design as a co-build project for either or both
schools.
ARC Recommendation
THAT the Board explore a partnership with the Municipality of West Elgin for extended use of Miller Park
for students during the transition year.
Senior Administrative Response
Subject to the temporary accommodation plan.Senior Administration could approach the Municipality of
West Elgin regarding the potential extended use of Miller Park for student use during transition years
once the needs are Identified by school administration.

THAT the possibility of new or extra playground equipment be brought to West Elgin Senior Elementary
School for the transition year.

As per past practice,the Board does not provide any new or additional playground equipment for a
capital project.

THATthe identity of Dunwich-Dutton Public School be maintained while its students are located at West
Elgin Senior Elementary School.
Senior Administrative Response
During the transition year, the JK to grade 7 students of Aldborough and Dunwich-Dutton Public Schools
will remain identified as Aldborough and Dunwich-Dutton students respectively.The grade 8 students will
remain students of West Elgin Senior Elementary School.
The proposed enhanced pupil accommodations listed inthe Senior Administration's recommendations
are contingent on Ministry of Education Capitalfunding approval. The Board must submit detailed
business cases to support the requests of this funding and the timeline for this approval has not yet been
determined.
RECOMMENDATIONS:
1.THAT West Elgin Senior Elementary School 145 Graham Road,West Lome, ON NOL 2P0 be closed
as of 2014 June 30.
2. THATAldborough Public School be organized into a JK - 8 elementary school effective 2014
September 01,and:
• the JK-grade 7 students at AldboroughPublicSchool be retained as a cohort at Aldborough
Public School for the 2013-14 school year;and
• the grade 8 students ofAldborough PublicSchool be retained at West Elgin Senior Elementary
School for the 2013-14 school year.
3. THATDunwich-Dutton Public School be organized Intoa JK-8 elementary school effective 2014
September 01,and:
• the JK-grade 7 students at Dunwich-Dutton Public School be retained as a cohort at Dunwich-
Dutton Public School for the 2013-14 school year;and
• the grade 8 students of Dunwich-Dutton Public School be retained at West Elgin Senior
Elementary School for the 2013-14 school year.
4. THAT an addition and renovations to Aldborough Public School be constructed,contingent upon
Ministry of Education Capital Funding approval.

b.Attendance Area Boundaries for Emphasis Technology Secondary Schools in the City of London
Exec. Supt.K.Dalton reviewed the report regarding attendance boundaries for Emphasis Technology
Secondary Schools inthe Cityof London (Clarke Road,Montcalm and Saunders Secondary Schools). If
approved,Southwestern Ontario Student Transportation Services (STS) would be directed to create
attendance areas and transportation routes for students who are eligible for transportation who have
chosen to attend Clarke Road, Montcalmand Saunders Secondary Schools for Emphasis Technology
education programs for 2013 September 01.
Attheir meeting of 2012 November 29, the members of the London Secondary Vocational and
Technology Program Accommodation Review Committee (ARC)reviewed and discussed potential
Emphasis School Boundaries for the City of London.
The members of the ARC reviewed,discussed and supported the proposed boundaries understanding
that;
a) making Emphasis Technology programming accessible to ail appropriate students in the Cityof
London,east Medway and Lord Dorchester attendance areas was not contingent of the outcome of
the ARC;
b)access to Emphasis Technology programming in the City of London would now be consistent with
Emphasis Technology programming in Elgin (Arthur Voaden Secondary School), Middlesex
(Strathroy District Collegiate Institute),and Oxford (College Avenue Secondary School)Counties;
c)access to the Emphasis Technology Secondary Schools was for any student of the Thames Valley
District School Board within the designated attendance areas who wished to pursue technology
options offered In the three designated schools;
d)programming for Emphasis Technology Secondary Schools in the City of London will be
implemented for 2013 September 01;and
e)renovations for the Emphasis Technology Secondary Schools were proceeding during the 2012-13
school year.
The ARC presented its report to the Board of Trustees on 2013 March 05.Recommendation 8 from the
report states:"THAT the boundaries for the Emphasis Schools be accepted as presented."
Approval of the attendance areas for Emphasis Technology Secondary Schools in the City of London will
allow STS to create the appropriate transportation routes and notify qualified students of their
transportation eligibility and details for 2013 September 01.
There will be transportation costs to implement bus routes for eligible students.
RECOMMENDATION:
That the following boundaries for the emphasis technology secondary schools of Clarke Road,Montcalm
and Saunders Secondary Schools be approved for 2013 September 01.

That the Emphasis Technology boundary for Clarke Road Secondary School effective 2013 September

6.PROGRAM SERVICES UPDATE
Exec.Supt L. Elliott welcomed J. Wood,Research and Assessment Associate,to the meeting and
provided the following update from Program Services.
FNMI Student Achievement and Attendance Trends
J. Wood provided an overview that included the TVDSB Learning Wheel developed as a guide for
students and teachers in reflecting the four dimensions of personal development.Inaddition,she
noted that there have been a number of changes over the last two years and this report is more
descriptive.
She noted that Phonological Awareness,Primary EQAO, Minor Junior EQAO,Grade 9 EQAO and
Attendance Data were matched with variables:gender,attendance,achievement.
Next steps were highlighted including the following: following groups of students over time;evaluating
impact of specific programs;investigating additional measures;and continuing collaborative
opportunities.
Questions of clarification were discussed and comments received.In response to a question,it was
noted that OSSLT results were not included In this report.
J.Wood advised the trends have remained relatively unchanged.It was suggested that Research and
Assessment look at tracking particular programs currently in place (i.e..Peer Mentoring program)

and how effective they have been in levels of achievement.Any advice or input is welcomed In terms

Chair Huffnoted that this group is composed of mostly First Nations and when looking at primary and
junior grades there may not be a lotof comments or questions.Munsee-Delaware Nation is the only
community that has students in the primary and junior grades but the report captures system wide.
Chair Huff stated that he is interested in seeing reported data for secondary school levels when that
data becomes available in the future.The data hopefully will show more graduation/drop-out trends
as FNMI programming Is in its 5 year.He has requested from the Ministry a report that Includes data
regarding the graduation rate and the drop-out rate to see If there are any improvements but has not
received a report as of yet.
In response to a question,Chair Huff commented the FNMI Student Attendance sub-committee has
concluded.
Chair W. Huff requested M.Ferdinand to attend a future FNAC meeting to bring a report regarding
recommendations for attendance.Exec.Supt.L. Elliott will follow up.
Other Program Sen/ices Updates
Exec.Supt.L.Elliott noted thatata previous FNAC meeting a report from 4^Ronthe mentoring
programs was presented.L. Elliott reported there was not an opportunity to do a transition conference
due to the labour issues but she is hopeful it could still happen this spring.
Program Services is currently preparing and assisting students with the OSSLT.Program Services
will continue to focus on the mentoring programs and cultural aspects as well helping to assist
students In achievement with reading, writingand math.Some of the Ministry targeted money has
been focused on improved student achievement in literacy.These efforts have been affected bythe
labour issues in regards to teacher release time and collaboration.The Ministry will be meeting with
L. Elliott and L.Pressey for a mid-year review.The date Is still to be determined.
L.Elliott communicated that Ashley Sisco, the new FNMI Education Advisor,will begin May15.
7.PRINCIPALS'UPDATE
a.Thames Secondary School
Principal L.Mills provided a briefupdate regarding FNMI students at Thames Secondary School.
• The 4th R-Peer Mentor Training at Althouse is scheduled for March 26 with sessions to start
the following week.M.Cywinkwith the 4th R-Program will be coming by the schools to do
some mentee recruiting within the next couple of weeks.
•Student Advisory Council meeting is planned for March 22,2013 at the CAMH-CPS office,
9:00-11:30 am with transportation and lunch provided.Discussions will Include the sacred
medicines, protocols, ceremony, and creating personal smudge kits.
Students are attending the Li!NHL Annual Hockey Tournament in Mississauga,Ontario this
year.Thames Secondary School has several students participatinginthe event.Thames
Secondary School FNC hopes to attend some of the games and capture the memories on
camera for the school's bulletin board.
Student led activities Include the design and postings on the FNMI BulletinBoard. This was
discussed at the Student Voice Conference as something the students would liketo see
done at their schools.
On March 18-19,Craftsman A.Poison will be constructing Turtle Shakers with our students.
• On March 20,Fanshawe College will be hosting their annual pow-wow and interested
students have been made aware of the event.

Purchases of craft materials have been made including Dream Catchers and the Turtle

Martin Aboriginal Foundation Proiect
Students participated in a bowling fund raising event for charity on March 8. It was organized by
mentors from Deloitte.The next event is a career planning session followed by selected tours at

In consideration of thie motion, the Emergency Policy and Procedure,was brought forward as an
example of a policy with no date attached to it.Committee members recalled this was added to the
tracking sheet because there was a question as to whether there was a policy in regards to first aid
delivery to students that included procedures for assessing head injuries and annual practice drills.
Currently there is not a written policy,but rather it is a first aid practice.Due to the time constraints of
the meeting,discussion about the tracking report and specific dates to complete policies is deferred to
the following meeting.

B.Sonier introduced this procedure and was joined by Dr. B.Evans.This is a new procedure.
This policy was discussed in conjunction with the revised Risk of Violence Assessments Procedure
(item 7.a).
A point was raised that supports for students were not addressed through the procedure.This
particular procedure is Intended to provide guidance for responding to threatening/violent
behaviours.Other procedures are in place to ensure students receive support.This policy is not
applicable to students threatening suicide.
A number of changes were suggested that included:
• Changing "empty vessel" to "lackof healthy adult connections"(page 6 ofthe RiskofViolence
Assessment Procedure).
•Removing the references to historical incidents (page 1,2""^paragraph of the School
Response to Threatening Behaviours Procedure).
• Addinga statement to indicate that the procedure typically Is not the first step Inthe process,
but generally there have been many steps along the way to ensure caring and safe schools.
• Addinga statement that the procedures apply to both elementary and secondary students.

5.PUBLIC INPUT-Central London Elementary Accommodation Review
In response to community concerns regarding the timeline for public input for the Central
London Elementary Accommodation Review the Board of Trustees has arranged for a Special
Board Meeting to be held on Monday, May 27,2013 at 6:30 p.m.Members of the public
Interested In providing input must submit an application no later than May 14,2013.
6.STRATEGIC PLANNING
Final feedback from the Trustees Is scheduled for 10 April 2013. Exec. Supt.M.Sereda and
Director B.Tucker will attend this meeting. The logo will be discussed at a future meeting.

7.THAMES VALLEY EDUCATION FOUNDATION (TVEF)-Memorandum of Understanding
(MOU)
B.Tucker reported the current draft MOU has been set aside and a new partnership
agreement is being developed incollaboration withthe Partnerships Committee. It will better
define the workingrelationship between the Board and TVEF. The agreement will not be
completed prior to budget deliberations.
In response to a question from Trustee P. Sattler, DirectorTucker advised that a draft
partnership agreement was being developed by him, Kate Young and Rena Princis and
would be presented to the Partnerships Committee for review at a future meeting.
8.OPSBA BOARD COMMITTEE
All Interested Trustees are invited to attend a meeting April 9 at 3:30 pm priorto the Board
meeting.The negotiations process will be the primary agenda item.

a.St.Thomas Council Meeting
The draft agenda for the St.Thomas Council meeting on April 15 was reviewed for input.

B.Tucker provided a report from Capital Planning in regards to the school boundaries
and the numbers of students attending the identified schools from each area.Four
municipalities are included in the South-West iVIiddlesex ARC.
