Dalton to clarify the process by which Board employees are able to provide inputintothe Accommodation Review process.Exec. Supt. Dalton referred to the Board's Pupil Accommodation and Facility Organization Procedure,Section 2.2.4 (Rules of Procedure for an Accommodation Review Committee).They may submit their recommendations in writing through their respective employee group representative.Those recommendations may either be forwarded to Accommodation Review Committee (ARC)members inwritten form or the representative may request an opportunity to make a presentation at a designated public consultation meeting.Exec. Supt. Dalton noted this practice has been In place for the past six years'and was developed based on discussions with employee group leaders and senior administration. Chair Bennett announced her receipt and acceptance of the notice of intent to retire from Director Bill Tucker,effective August 31,2013,She acknowledged the Director's numerous contributions and 2013 March 26...2 8.CHAIR'S ANNOUNCEMENTS -cont'd achievements during his tenure with the Thames Valley District School Board and thanked him for his passion and commitment. 9.DIRECTOR'S ANNOUNCEMENTS Director B.Tucker called upon Exec.Supt.Laura Elliott to update trustees on a recent Thames Valley Regional Athletics (TVRA)announcement,as well as the China Summer Camp and Language Teaching Initiative. Exec.Supt.Elliott advised that the Thames Valley District School Board and the London District Catholic School Board have agreed to a plan that will keep TVRA operating and allow secondary student athletes from both boards to compete in provincial championships.Under the terms of the agreement,each school board will develop separate sport schedules and the winning teams will compete in district finals before moving onto regional (WOSSAA)and provincial (OFSAA)competition.The plan also allows for exhibition games between school boards at any time. Exec.Supt Elliott noted that 75 teachers attended a recent Information evening to learn about an initiative in China this summer to teach Chinese students (Grades 5 to 10)about Canada and to help improve their oral language communication skills. Followingthe application process,30 teachers will be selected for the project.In May,Exec.Supts.M.Sereda and L. Elliott,and Board Chair J.Bennett will meet Chinese ministry and school personnel to finalize arrangements for the arrival of the teachers. Trustee T.Grant asked the Director if there was any change to the implementation of extra-curricular activities at elementary schools.He noted there were ongoing discussions at the provincial level of ETFO and that he was optimistic some announcements would be made later in the week. 10.PUBLIC INPUT-none 11.ADMINISTRATIVE PRESENTATIONS -none 12.MINUTES OF THE 2013 MARCH 5 BOARD MEETING a.Confirmation of Minutes The minutes of the Regular Board Meeting of 2013 March 5 were adopted on motion of J.Coghlin, seconded by R.Campbell. b.Business Arising from Minutes -none 13.STUDENT TRUSTEES'UPDATE Student Trustee P.Forron reported she attended the Youth Change Champion Pre-Launch Event on March 26 along with over 200 youth change champions from the Thames Valley District School Board and the London Catholic District School Board to learn more about how they can rally other students.. ChangeTheWorld Ontario Youth Volunteer Challenge is a four-week campaign running from April 21 to May 20,2013. P.Forron announced the election for student trustees for the 2013-2014 school year is scheduled for April 24,and that a number of candidates have indicated their interest in the positions. 14.REPORTS FROM THE ADMINISTRATION a.Senior Administrative Response to the Tillsonburg Elementary ARC (Annandale,Maple Lane, Rolph Street and South Ridge Public Schools) Exec.Supt.K.Dalton noted that a revised copy of the report had been distributed to trustees at their tables.The only revision was the addition of wording to indicate that the first 9 recommendations had been previously deferred to this evening's Board Meeting and that recommendation 10 had been 2013 March 26...3 (^14.REPORTS FROM THE ADMINISTRATION-cont'd a.Senior Administrative Response to the Tillsonburg Elementary ARC (Annandale,Maple Lane, Rolph Street and South Ridge Public Schools)-cont'd approved onJanuary8.The content ofthe report otherwise remained the same. She then reviewed the Senior Administrative recommendations and response regarding the Tillsonburg Elementary ARC.The Tillsonburg Elementary Accommodation Review Committee,comprisedofAnnandale, MapleLane, RolphStreet and South Ridge PublicSchools, completed itstask to study the accommodation of pupilsfromthe fourschools as approved bythe Thames ValleyDistrictSchool Board on 2011 November 29. The ARCcompleted itsprocess with a final public inputmeetingheld 2012 November21 after which the final ARCreportwas forwarded to the Director of Educationforpresentation to the Boardof Trustees on 2012 December 18 and to the Senior Administration for response (see Appendix A - Report of the Tillsonburg Elementary ARC). Senior Administration's recommendations reflect support for recommendations 1.0,4.0,15.0,and 16.0 from the ARC Report. Annandale Public School will be organized to a JK to 8 model,receive renovations for Full Day Kindergarten and other facility improvements which would create an OTG capacity of approximately 550 as of September 2014. South Ridge Public School will be organized to a JK to 8 model and receive an addition and renovation in order to bring the facilityup to TVDSB standards,including Full Day Kindergarten Rooms which would create a school with an OTG capacity of approximately 400 as of September 2014. A new JK to 8 elementary school will be constructed based on TVDSB standards in West Tillsonburg on Board owned property located on Quartertown Line with an OTG capacity of approximately 550 for September 2014. All projected enrolments and proposed school OTG capacity is based on Full Day Kindergarten programming. Recommendation 10.0 disbands the ARC as per the Thames Valley District School Board's procedure on "Pupil Accommodation and Facility Organization."Appreciation is extended to the ARC members and the personnel of the Thames Valley District School Board who provided an invaluable resource to the Committee.The worl<completed,the time spent,and the careful deliberations of the members contributes to providing the maximum program opportunities for the maximum number of students. The following recommendations from the ARC Report are not included in the Senior Administration's recommendations or require further clarification: ARC Recommendation THAT the Trustees recognize the historical significance of the Rolph Street Public School building. Senior Administrative Response Senior Administration recognizes the historical significance and importance that Rolph Street Public School has played in the Tillsonburg community,however,Senior Administration would not support any official heritage designation placed on the property due to the fact that itmay reduce the value of the property and may deter any potential sale. 2013 March 26..A 14.REPORTS FROM THE ADMINISTRATION -cont'd a.Senior Administrative Response to the Tillsonburg Elementary ARC (Annandale,Maple Lane, Rolph Street and South Ridge Public Schools)-cont'd ARC Recommendation THAT the space be available at the three proposed schools to house before and after school programs. Senior Administrative Response As reported to the Board of Trustees at their meeting of 2012 November 27,the following Child Care Providers have been awarded through the "Request for Proposals"process as of June 2012: •Maple Lane Public School YMCA of Western Ontario • Rolph Street Public School YMCA of Western Ontario •South Ridge Public School YMCA of Western Ontario As Full Day Kindergarten programs are implemented,the indicated Child Care Provider will offer before and after school programs at each location. ARC Recommendation THAT Maple Lane Public School be assessed for future education uses such as French immersion or adult education. Senior Administrative Response The Senior Administration's recommendation to close Maple Lane Public School does not include the direction to declare it surplus.This omission was deliberate to allow the Board to retain the facilityfor future use such as French Immersion or adult education. ARC Recommendation THAT memorabilia from Maple Lane Public School be moved to Annandale Public School and the memorabilia from Rolph Street Public School be moved to the new Tillsonburg school. Senior Administrative Response The relocation of memorabilia will be discussed and decided by the Transition Committees. ARC Recommendation THAT the design committee review the possibility of maintaining the science labs located on the second floor of Annandale Public School for senior students. Senior Administrative Response Design Committees will discuss programming space locations during the design process.It is noted that science labs are not required to deliver the Ontario elementary science curriculum,and that the maintenance of such rooms would limit programming space options. ARC Recommendation THAT appropriately sized trees that will provide shade be planted at the new school. Senior Administrative Response The planting of trees and landscaping will be consistent with other new schools constructed by the TVDSB. ARC Recommendation THAT TVDSB negotiate with the town of Tillsonburg to implement a joint use of facility agreement at South Ridge Public School. V. 2013 March 26...5 ^14.REPORTS FROM THE ADMINISTRATION - cont'd a.Senior Administrative Response to the Tilisonburg Elementary ARC (Annandale,Maple Lane, Rolph Street and South Ridge Public Schools)-cont'd Senior Administrative Response Administration will approach the Town of Tilisonburg with respect to a Joint Use Agreement regarding the Townowned parkadjacent to South RidgePublicSchool.Thisis consistent with other JointUse Agreements developed and executed withother municipalities for adjoining green space and exterior amenities. ARC Recommendation THATno portion of the Annandale Public School property and/or the new school property be sold. Senior Administrative Response Any sale of a school site or portion of a school site must receive Board approval and must follow O. Reg.444/98,which governs the disposition of school board property.Future school site configurations will be determined on a school-by-school basis,dependent on Board requirements. ARC Recommendation THAT all playground equipment that meets safety standards be moved to Annandale and the new school. Senior Administrative Response An external agency will inspect the existing playground equipment at the closed schools and determine ifit meets current CSA Standards.Design Committees for both Annandale and the new school will be advised regarding availability of equipment that is certified and will determine the need and location of the equipment as per past practice. ARC Recommendation THAT a teacher representative from each division (primary,junior,Intermediate)and a minimum of one ARC member be on each design committee. Senior Administrative Response Consistent with all Design Committees,membership includes a school administrator,one parent per represented school,one teacher from each represented school from different divisions,the Superintendent of Education for the School,the Executive Officer of Facilities and Capital Planning, the Project Co-Ordinator,and the appointed architect. ARC Recommendation THAT all three schools have an instrumental music program located on the main floor of each school. Senior Administrative Response The Design Committees will discuss programming space locations during the design process.The Genera!Arts Room in each of the schools will be constructed to TVDSB standards and located where physically possible as deemed appropriate by each Design Committee. ARC Recommendation THAT TVDSB not only meet but exceed the minimum elementary program space standards at all of the Tilisonburg schools to be renovated or constructed including the following items:a kitchen space to accommodate a breakfast program,additional separate and permanent storage space for the possibility of before and after school programs. Senior Administrative Response All new and renovated schools will meet current Board standards. 2013 March 26...6 14.REPORTS FROM THE ADMINISTRATION -cont'd a.Senior Administrative Response to the Tillsonburg Elementary ARC (Annandale,Maple Lane, Rolph Street and South Ridge Public Schools)-cont'd ARC Recommendation THATTVDSB include the following when renovating or constructing schools in Tillsonburg:air conditioning in all schools,refurbishing and maintaining the existing track and greenhouse at Annandale,and in consideration of the increased amount of traffic (vehicular and pedestrian)include a more secure and safe drop off and pick up area at each school. Senior Administrative Response • All new and renovated schools will meet current Board standards with regard to ventilation and air conditioning. •The existing track will be maintained to current Board standards. •The existing greenhouse Is not required for the Ontario elementary curriculum.There may be a time in the future where it becomes prohibitive to repair. •Design Committees will review and determine final design for drop-off/pick-up and parking requirements for all 3 schools. ARC Recommendation THAT during the transition year,the Grade 7 Annandale students remain at Annandale for their graduating Grade 8 year. Senior Administrative Response As Senior Administration desires the smoothest possible transition for students,the recommendation of the ARC to leave all grade 8 students at Annandale for their last year of elementary school is supported.This results in the New Tillsonburg Elementary School and the consolidated South Ridge Public School accommodating JK to 7 students for their first year of operation,and expanding to JK to 8 during their second year of operation. ARC Recommendation THAT the following boundary recommendations be considered as a whole:Area 2 be divided at North Street,students living south of North Street and east of Tillson Avenue be Included in the Annandale catchment area;area 4 students livingon Broadway will attend the new school;area 5 students will attend the new school;the students in the community of Ostrander attend the same school. Senior Administrative Response Senior Administration wishes to minimize the boundary disruption to the students and,therefore,can support all of the boundary recommendations from the ARC.Some minor alterations to the proposed boundaries given by the ARC are required In order to maintain the OTG capacities proposed (see boundary descriptions detailed in Senior Administrative recommendation 7 and maps identified as appendices B and C). The proposed enhanced pupil accommodations listed in the Senior Administration's recommendations are contingent on Ministry of Education Capital funding approval.The Board must submit detailed business cases to support the requests of this funding and the timeline for this approval is uncertain. RECOMMENDATIONS: 1. THAT Maple Lane Public School at 25 Maple Lane,Tillsonburg,ON N4G 2Y8 be closed as of 2014 June 30,contingent upon Ministry of Education Capital Funding approval. 2.THAT Rolph Street Public School at 83 Rolph St.,Tillsonburg,ON N4G 3Y2 be closed as of 2014 June 30 and declared surplus,contingent upon Ministry of Education Capital Funding approval. 2013 March 26...7 I '14.REPORTS FROMTHE ADMINISTRATION -cont'd a.Senior Administrative Response to the Tillsonburg Elementary ARC (Annandale,Maple Lane, Rolph Street and South Ridge Public Schools)-cont'd RECOMMENDATIONS -cont'd 3. As of 2013 March 01,grade nine registration numbers for Sir George Ross (22)and Thames (28) Secondary Schools indicate a total enrolment of 50 grade nine students. These numbers notwithstanding,the Emphasis Technology Secondary Schools have not yet been widely advertised across the city as boundaries are not yet established.The draw of attending a school with a full range of programming options may further affect the enrolment of a combined school. - As the schools'enrolments decrease significantly,there are insufficient classes to distribute the students In the Autism Spectrum Disorder (ASD)Resource Program who need program options. In order to comply with Ministry expectations for Special Education classes,no more than five ASD students can be placed in a mainstream class without necessitating the creation of self- contained class. -The current Teacher-Librarian allocation for Sir George Ross and Thames Secondary Schools has the library open for one period every other day. A combined school would result in the library being open one period per day;whereas,the libraries in the Emphasis Technology Schools would be open three to five periods per day. There is little to no room for movement from one course to another once timetables are in place. For the 2012-13 school year,approximately one-third of the grade nine students at Thames Secondary School do not have full grade nine timetables (their eight courses have been supplemented by being placed in grade ten/eleven courses which do not have prerequisites). -Students would continue to have few choices for optional courses;a student may be pursuing one technology pathway and then by senior years,the pathway course can no longer run due to low enrolment. Students are unable to pursue core academic courses (English,Math,Science)at the Applied level. Few choices outside of technology and required academic courses are available. Students may not pursue Specialist High Skills Majors (SHSM)courses because the school must offer all four pathways. At Thames Secondary School,Native Language and Native Studies classes are not able to be offered due to insufficient enrolment. Students would not have access to a variety of clubs and teams as may be available at the designated Emphasis Technology Secondary School or the home secondary school. - At Thames Secondary School,all technology courses are offered as combined classes (grade 9/10 or grade 11/12). At Sir George Ross Secondary School,all senior technology courses are combined due to low enrolment. ARC Recommendation That a naming committee be established for the new combined "Vocational School of Excellence." Beal,Montcalm, Saunders,Sir George Ross and Thames Secondary Schools)be deferred to the Board Meeting on 2013 June 11,and;that Recommendation 7 be approved. Administrative staff responded to questions from trustees relating to concerns about school size, programming challenges,transition supports,and safety issues for school-to-workplace students Impacted by the proposed changes. Trustee P.Jaffe asked if senior administrators had considered a phase 1 and phase 2 approach whereby either Ross or Thames would be closed and the students from both schools would move to the school that remained open.The success of that move could be monitored for one year and that information could be used to determine whether the remaining school should also be closed Exec.Supt.Dalton advised that option had been considered;however,staff strongly believed that it would not be in the best interests of the students because a full range of programming could be not made available in a school with a student population of less than 400. Trustee T.Grant requested Information from staff in the form of two charts: 1.student/program structure ifall Thames and Ross students chose to attend their home schools; 2.student/program structure ifall Thames and Ross students chose to attend the vocational schools assigned to them. Staff agreed to this request pointing out that it would be based on current student population and programming data. The following recommendation was approved on motion of R.TIsdale,seconded by T.Grant: That the Capital Planning Coordinating Committee provide a report to the Board recommending which facility,either Thames Secondary School or Sir George Ross Secondary School,would best meet needs of students and the community at large as a Vocational School of Excellence. During the discussion that followed,the timeline for the report was set for the meeting prior to the Public Input meeting on 2013 May 14 (based on switching the Central London Elementary Public Input to Apr 23 and the London Secondary Vocational and Technology Program ARC Public Input to May 14).Trustee TIsdale clarified that the wording of her motion was Intentionally structured similar to Recommendation 2 in the ARC report so that all pertinent factors related to that recommendation would be addressed in Capital Planning's report. New Residential Development -Central London Elementary ARC Residential development and occupancy pattems have changed significantly over the past ten years.Developers are offering more types of dwelling alternatives such as: single family, detached,townhomes and apartments.Certain developments,such as downtown lofts and condos,are targeted to specific lifestyles or age groups. Over the last decade,throughout Ontario,the number of occupants per residential housing unit has been experiencing a decrease (Statistics Canada,Canada Census 2001,2006,2011).The number of school-aged children per household has also been in steep decline since 2001 (Statistics Canada,Canada Census 2001,2006,2011). A forecast of projected residential units was prepared for the McCormick study area utilizing the Cityof London's population projectionsfor this study area and the report "EconomicAnalysis of McCormick Area Study Lands"(2012 April25). Census data provides information with respect to the number of preschool and school-aged children currently residing incertain dwelling types as well as the age of these dwellings. This data from Statistics Canada was then utilized to formulate pupil generation factors.These factors forthe study area were appliedto the residentialgrowthforecast to determine the number of students from this new development. Based on the residential growthforecast, pupilgeneration factors, and the TVDSB share of students,itis projected that 106 elementary pupilscould attend LomeAvenue PublicSchool as a result offuture growth. This projection is based on an approximate 30-year build-out due to the limited availability of data on the timing/phasing ofthe development. The TVDSB would welcome the relocation of the existing London YMCAChild Care at Lome Avenue Public School to Bishop Townshend Public School.Ministry of Education 2012:B3 Memo "Interim PolicyRegarding Capital Funding to Replace Child Care Spaces In Replacement Schools" provides access to potential capital funding for relocation purposes.The potential child care space could replace the existing space at Lome Avenue Public School. A separate entrance,play yard and parking /drop off for the Child Care would also be provided.This relocation would allow child care servicing for both Lome Avenue and Bishop Townshend communities. St.George's Public School would receive site alterations to the pari<ing facilities to meet TVDSB standards. Partial Demolition of Lome Avenue Public School The ARC requested information on costs associated with a partial demolition of Lome Avenue Public School in order to decrease the OTG of the building.As reported at the 2012 June 07 ARC meeting, the Capital Planning Co-ordinating Committee contacted Pow Peterman Consulting Engineers requesting such information.The consulting firm Indicated that a $9,250 fee would be levied to conduct such a study.Given the absence of an operating budget for accommodation reviews, accompanied by the knowledge that the completion of a partial demolition study would not likely result in the Ministry of Education's support for a business case to reconfigure the school and demolish a portion of the building,the pursuit of the study was not undertaken.It should be noted that Lome Avenue Public School was not constructed in a manner that is conducive to removing integral parts of the school. Facilitv Partnerships Impact of Facility Partnerships on TVDSB Capacity: The Ontario Ministry of Education B1 Memo,Facility Partnerships Guideline indicates that Boards may only remove 50% of space occupied by a new facility partnership from their OTG. Initiating New Partnerships: During an accommodation review process,the Board is not in a position to provide any specific details on: -the amount of space which might be available for partnerships,if at all; -the possible location or configuration of any space which might be available; parking availability;or activities which might be permitted within the facility. The YMCA leases approximately 2,000 sq.ft. of space (OTG removed due to Best Start Dare Care) for its child care facility. In addition,one classroom is used for the YMCA Before &After school program. The Thames Valley District School Board's French as a Second Language:Immersion and Extended E/emenfa/y independent procedure states,under Section 7.1,that "The entry point for Extended French shall be September of Grade Seven."Section 7.5 states that "The Board will continue to designate schools to host the Extended Program." In November 2012,1776 surveys were distributed to the parents of Grade 5 and 6 students within Oxford County to determine the level of interest in offering an Extended French Immersion Program at Roch Carrier French Immersion Public School effective 2013 September 01. Of the 849 surveys returned (47%),the results Indicated a preliminary 10.3%of parents interested in enrolling their children in the Extended French Immersion program for Grade 7.Based on the surveys there was a greater interest expressed from the parents of current Grade 5 students,similar to the previous year's survey results. Parents of Grade 6 students in Oxford County who showed an interest through the surveys were offered the program for implementation In September 2013.As of 2013 January 16,parents of 15 students indicated yes on the Intent to Registerfom.Staff continued to contact homes in order to receive answers from those who were undecided regarding registration of their Grade 6 Oxford County children In Extended French Immersion for September 2013. At the 2013 February 05 Board Meeting,it was determined that registrations would be received until 2013 March 01,and the status of a Grade 7 Extended French Immersion class for Oxford County would be reconsidered at the March 26 Board Meeting. R. K. Edgar provided a handout to the committee regarding SEAC priorities and top three Strategic Planning Priorities and requested the members to consider any recommendation and actions.This will be brought forward to the SEAC meeting of April 08,2013 (Appendix D). g.EXPULSION DATA K Edgar noted a correction on the expulsion data update previously submitted.There were 6 expulsions In 2010/11 and zero expulsions forthe last school year for students that had an lEP. 10.NUMBER OF STUDENTS BY EXCEPTIONALITY AND GRADE REPORT Supt. SPECIAL EDUCATION STAFFING An invitation will be extended to Secondary Gifted Itinerant teacher M. Gollan Wills to speak at a future SEAC meeting,it was noted that three secondary gifted lines are being removed and 0.5 PTE elementary gifted lines are being added. The Motions approved June 2012 were also reviewed. 7.PROCESS FOR DISCUSSING AND APPROVAL OF 2013-2014 BUDGET A discussion ensued in regards to how utilities will be budgeted in 2013-2014 and how any savings may be created and used. A discussion centered on the importance of highlighting certain budget items requiring a separate motion (such as the motion In regards to Full Day Kindergarten (FDK) In last years'budget process).This must be balanced with creating a separate line In the budget for these Items.FDK was separated out as it was a significant budget item and the overspending was imposed on the Board by the Ministry. There was discussion in regards to how the budget could be presented.The one-page budget reviewed at the meeting was appreciated.It would be helpful to have budget comparisons graphically from year to year.Having the previous years'actuals (vs.budget)is better data to support the budget preparation process.However,the 2012-2013 year is in progress,so actuals are not available.As such,the 2011-2012 actuals would need to be used as a comparator. Splndler stated he does not need to be involved.If the Board would like a legal document to define the working relationship between the Board and the Foundation,he would become involved and draft a new document. The Chairs Committee will review the MOU at the next meeting. 8.ROLLOUT OF CHANGES TO PASSWORDS S.Young joined the meeting to talk about the reconfiguration of the Trustee mobile devices.He described the switch to one standard username to access First Class,the Portal,and the device/computer. On April 9,5 pm before the In Camera meeting,each device will be collected,put In an envelope with the pertinent Information needed to access the mobile device,and reconfigured during the In Camera/Board meetings.S.Young will provide S.Pullam the Instructions on how this will be done,including the safeguards that Trustees need to take to protect personal information stored on the devise.S.Pullam will send this information out to the Trustees. New passwords will be set If the current password does not meet the requirements. Once the mobile devices are reconfigured.Trustees will be able to access active drives in the Trustee Conference Room and at any school site. Hart provided an update on discussions at OPSBA's recent Labour Relations Symposium held at the Sheraton Centre Hotel in Toronto.He said It was anticipated that the Ontario government would Introduce legislation to clarify the process for negotiations in 2014.OPSBA member boards were asked to submit any suggestions regarding that process to OPSBA Directors by the end of April 2014.As a result,the Board's OPSBA Committee would be convened to discuss this topic.It was agreed the Chair's Committee would provide trustees with a meeting schedule for the OPSBA Committee.
