BOARD ROOM, EDUCATION CENTRE The Board met in regular session on 2015 January 27 in the Board Room at the Education Centre, meeting in public session at 7:00 p.m. The following were in attendance: R. CHAIR'S ANNOUNCEMENTS Chair Tisdale advised that she attended. the Ontario Ministry of Finance budget input session last week on behalf of the Board of Trustees alongside Minister of Finance Charles Sousa and MPP Deb Matthews. 7. DIRECTOR'S ANNOUNCEMENTS - none 8. ADMINISTRATIVE PRESENTATIONS - none 9. MINUTES OF THE 2015 JANUARY 13 BOARD MEETING a. Confirmation of Minutes The minutes of the Regular Board Meeting of 2015 January 13 was adopted on motion of M. Reid, seconded by J. Bennett. b. Business Arising from the Minutes - none 10: STUDENT TRUSTEES' UPDATE Student Trustee G., Osih advised that the next Student Advisory Council meeting will be held on February 12. Director Elliott will attend the meeting. Student Trustee E. Muellejans advised that he attended the First Nations Advisory .Committee meeting on January 20 and will participate at the next First Nations. Metis and Inuit Student Advisory Council meeting. 11. REPORTS FROM7HE ADMINISTRATION a. 34 -Credit Threshold Update Supt K. Wilkinson provided an.update on the impact of the 34-Credit'Threshold Policy in Thames Valley along with recommendations for consideration for the 2015-1.6 school year. She was joined by Supt. C. Beal and N. Luo of Research and Assessment. The presentation included an overview of the policy and its key components and a summary of budget implications .for 2014-2015 and 2015-2016. The Administration responded to questions of clarification. The following recommendations were moved by M. Reid, seconded by J. Bennett and CARRIED: That any student who is new to the Board who has met, or may exceed, the 34 -credit threshold and has obtained their OSSD,.may be required to access additional courses for credit if available through their local TVDSB School of Adult, Alternative and Continuing Education Site. That the Board continue to support TVDSB students who have met, or may exceed, the 34 -credit threshold during the. -2015-2016 school year, so that they may complete their secondary school credits in a regular high school. b. Enrolment vs. Capacity Exec. Officer K. Bushell presented the Enrolment versus Capacity report indicating the 2014-2015 on -the -ground capacity of schools versus the 2014 October 31 full-time equivalent count. (Item 11.b) He responded to questions of clarification. c. 2013-14 Gifts/Donations to Schools Assoc. Director K. Dalton provided a summary of activity related to gifts and/or donations to schools during the 2013-2014 school year. (Item 11.c) She extended her appreciation on behalf of the Administration. Chair Tisdale, on behalf of Board. of Trustees, thanked the community and many organizations and individuals for their support. It was recognized that the report represented a portion of donations made to schools annually. d. Naming. of the Current Annandale and South Ridge Public Schools Supt. S. Powell presented a report regarding the naming_ of the current Annandale and South Ridge Public Schools. (Item 1.1.d) The following recommendations were moved by B. McKinnon, seconded by C. Goodall and CARRIED: That effective 2015 September 01, the current Annandale School_ be named Annandale Public School. That effective 2016 September 01, the current South Ridge Public ' School retain the name South Ridge Public School. 12. REPORTS OF COMMITTEES a. Report of the Special Education Advisory. Committee, 2015 January 6 Trustee J. Bennett referred to the written report of the Special Education Advisory Committee (Item 12.a). There were no' recommendations. b. Report of the Chair's Committee Trustee B. McKinnon referred to the written report of the Chair's Committee (Item 12.b) and provided to Trustees in advance of the meeting. The following recommendation was moved by B. McKinnon, seconded by J. Bennett and CARRIED: That trustee cellular devices be replaced. c. Policy Working Committee — Student Admission-International/Out-of-Province/First Nations/Student Exchange Policy & Procedure Trustee M. Reid noted that the Student Admission-International/Out-of-Province/First Nations/Student Exchange policy and procedure was brought forward for approval as a result of the Policy Working Committee meeting held earlier in the day. The approval is time sensitive for potential agent agreements for international student recruitment. The Student Admission-International/Out-of-Province/First Nations/Student Exchange Policy & Procedure was provided for information. The following motion was moved by M. Reid, seconded by J. Bennett and CARRIED: That the Student Admission-International/.Out-of-Province/First Nations/Student Exchange policy be approved. d. Committee of the Whole- In Camera, 2016 January 27 Trustee B. McKinnon advised that the committee met in -camera from 5:02 p.m. to 5:30 p.m., where confidential personal matters were discussed. The following motion was moved by B. McKinnon, seconded by. M. Reid and CARRIED: That the motion relating to personal matters be approved. 13. COMMUNICATIONS a. ONTARIO PUBLIC SCHOOL BOARDS' ASSOCIATION (OPSBA) UPDATE - none 14. NOTICE OF MOTION — none 16. ENROLMENT VERSUS:CAPACITY' SUBJECT::' .. 5 MA Y, SUM R Purpose To provide a summary report indicating the 2014-2015 On -The -Ground (OTG) Capacity of schools versus the 2014 October 31 Full -Time Equivalent (FTE) count. Content Analvsis of 2014-2015 Enrolment versus Capacity Summary compared to 2013-2014: 1. Operating 1 less school. 2. Number of schools at 100% capacity or greater decreased in the elementary panel by 6 to 32 and decreased in the secondary panel by 1 to 4. 3. Number of schools with less than 100% capacity. increased by 6 to 124. 4. In schools with less than 100% capacity there were 15,571 excess pupil places located in both panels which equates to an increase of 1,391. • Excess capacity in elementary increased by 21.2% or 1,675 pupil places • Excess capacity in secondary decrease by 4.5% or 283 pupil places NOTES: 1. 2014-2015 revisions to the School Facility Information System (with respect to the OTG capacity and the 2014 October 31 FTE count) have been submitted but not yet validated by the Ministry of Education. 2. Kindergarten Classroom loading was increased to 26 (from 20) by the Ministry of Education to coincide with the Full Day' Kindergarten (FDK) complete implementation in 2014-2015. 3. Newly opened Louise Arbour FI PS and B. Davison SS (2014 September 1) have been included in this report. 4. Huron Heights FI PS, Sir George Ross SS and Thames SS were closed as of 2014 June 30. Closed schools have no enrolment therefore have not been included in this report. 5. Continuing and Alternative Education facilities are classified as "Other" by the Ministry of Education and loaded at zero, therefore, they have not been included in this report. Content In accordance with the Board's Policy and Procedures regarding Naming of Schools, a Naming Committee was established for each school to review submissions received from the public and to recommend a name for the schools. On 2014 December 16, the Board approved the committee membership for the Naming Committee. Submissions of names were received from the public by the Supervisor -Corporate Services by the 2015 January 16 deadline. Details concerning the historical background and/or significance of proposed names were provided to the Committee. Committee members were not provided with the names of the individuals who submitted suggestions. DRAFT IEP PARENT RESOURCES Learning Coordinator M. Damen joined the meeting to request input from the committee regarding the IEP Parent Resource Guide and brochure currently outdated. A draft copy was provided to members and the committee broke into groups for discussion. The intent is to clarify the process and help parents understand the document so that they are better able to advocate for their child. The resources will be brought back to the committee for further review. 10. SPECIAL NEEDS STRATEGY UPDATE Learning Coordinator V. Fernandez joined the meeting to provide an update on the Special Needs Strategy that is a coordinated effort with the Ministry of Education to support special needs children from aged 0 to 24 years through Occupational Therapy, Physiotherapy and Speech -Language Pathology services. An information flyer was distributed (Item 10.0) and input is being requested from parents and youth. 11. SEAC ORIENTATION TRAINING UPDATE The SEAC-Orientation Session will be held on Tuesday, January 20th in the London Room from 5:00 p.m. to 6:30 p. -m. Members are asked to R.S.V.P. to Kelly Aitken on or before Monday, January 19th at 3:00 p.m. 12. PASSAGES UPDATE Learning Coordinator M. Damen distributed information regarding the upcoming Passages — Supporting Students through Varied Transitions information fair on March 4, 2015 from 4:00 p.m. to 6:00 p.m. at the Education Centre in the Thames Room. The event is for families, students and staff with a focus on supporting students with special needs through transitions of any form. (Item 12.0) It was agreed that M. Barbeau and A. Provincial Parent Associations Advisory Council regarding the results for the 2014 SEAC Survey is now available on their website. STUDENT TRUSTEES'. REQUEST TO ATTEND OSTA CONFERENCE A request put forward by student trustees G. Osih and E. Muellejans to attend the OSTA Conference 2015 February was reviewed and discussed. The following motion was moved and carried: That the two current student trustees be approved to attend the OSTA. conference scheduled for. February 2015. 6. OTHER BUSINESS a. Trustee Cellular Phones and Computers Chair Tisdale reported most computers on order have been delivered. The devices will be deployed to Trustees on 2015 February 3 at 5 p.m., prior to the scheduled training. Chair Tisdale will confirm this date with ITS. It was recognized that current cellular devices are not functioning appropriately to meet Trustee need due to their age. As per the TVDSB contract cell phones are eligible for, an upgrade. The importance of having them set up appropriately was highlighted. The following recommendation was moved and carried: That trustee cellular devices be replaced. The importance of using the provided phone and board email for constituency work was discussed. b. In Camera The committee moved in camera at 1:37 p.m. to discuss personal matters reconvening in public session at 1:52 p.m. 7. That the Thames Valley District School Board directs the Chair of the Board to write to the Minister of Education expressing our Board's concerns with the lack of service supports and assessment mechanisms for ourstudents -with Fetal Alcohol Spectrum Disorder.0 As you may recall, it was reported at the November OPSBA Board of Directors meeting that we had shared the letter with Executive Council members at their meeting and the matter was also raised during the report by the MACSE representative at the Board meeting.
