2. /3.0 CANADA AND SPECIAL MUSICAL PRESENTATION
Appreciation of the Board was extended to Evelyn Harrison Public School for their performance and
to Conductor Lac -Hong Phi for leading in the singing of O Canada and performing two musical
selections.

5. OFFICIAL RECORD
B. Williams, Supervisor Corporate Services, read the following official record into the minutes:
"We regret to record the death of Andrew Stoddart, a 15 year old student at Ingersoll District
Collegiate Institute on May 11, 2015."
6. RECOGNITIONS — Special Education Advisory Committee
Trustee J. Bennett advised that several members from the Special Education Advisory Committee
attended a provincial conference in Toronto on May 2. Chair Tisdale, Learning Supervisor D. Willaert,
and T. Grant presented at the conference. Their work was well received and as a result, the Thames
Valley District School Board was presented with a Certificate from the Minister of Education Liz
Sandals on behalf of the Ministry of Education on the 35th anniversary of Bill 82 which granted that all
children, regardless of disabilities be provided with an opportunity for a publically funded education.
The Certificate acknowledges the exemplary commitment of the Board's Special Education Advisory
Committee.
Trustee Bennett presented the Certificate to Chair Tisdale. Chair Tisdale accepted the Certificate on
behalf of the Board recognizing the community representatives, agencies and association's that
volunteer their time to serve on the Board's Special Education Advisory Committee.
7. CONFLICTS OF INTEREST — Trustee P. Jaffe declared a conflict under Item 15.d.
8. CHAIR'S ANNOUNCEMENTS
Chair R. Tisdale welcomed S: Suvajac and H. Goddeeris, the 2015-2016 Student Trustees who were
in the audience. She highlighted recent events that she had the opportunity to attend including
Variety Is with Trustee B. McKinnon on April 30; the Special Education Advisory Committee
conference on May 2; the Award of Distinction on May 5; the Home and School Annual General
Meeting with Trustee McKinnon; and the meeting with the City of St. Thomas with Trustee Goodall.
9. DIRECTOR'S ANNOUNCEMENTS
Director Elliott reported on the activities hosted during Education Week highlighting the kick-off at
Emily Stowe Public School and the art show she attended at Cleardale Public School. She noted
many schools held performances, ran activities and showcased the amazing talents and creativity of
students across Thames Valley.
Director Elliott extended congratulations to the Award of Distinction nominees and award winners.
10. PUBLIC INPUT — ACTIVE & SAFE ROUTES TO SCHOOL
Public input was received from P. Ewart and E. Van Kesteren regarding Active & Safe Route to
School. Questions of clarification from Trustees were asked.
11. ADMINISTRATIVE PRESENTATIONS
a. Mental Health Awareness Week
Supt. K..Edgar acknowledged Mental Health Awareness Week that included many activities. She
advised the Board currently is focusing on mental health and wellness stigma reduction and
mental health promotion. She noted the terms mental illness and mental health often are being
interchanged or confused. 1 in 5 people have a mental illness. 5 out of 5 have mental health.
This is a message that the team is repeatedly sharing with the community, teaching staff and
students.
Supt. Edgar introduced and welcomed Mental Health Lead G. Lalonde and Mental Health
Teacher on Special Assignment M. Brock who provided a high-level overview of the mental
health framework by PowerPoint presentation. The presentation included student submissions of
art work, poetry, video, and other creative works in response to a call for "what is a mentally
health school?"
Trustees expressed their gratitude to staff and students for the exceptional work in promoting
mental health.
12. MINUTES OF THE 2015 APRIL 28 REGULAR BOARD MEETING

13. STUDENT TRUSTEES' UPDATE
Student Trustee G. Osih welcomed the 2015-2016 Student Trustees Stefan Suvajac of London
Central Secondary School and Hailey Goddeeris of Central Elgin Collegiate Institute.
Student Trustee E. Muellejans provided an update on the three conferences attended over the past
school year.
14. REPORTS FROM THE ADMINISTRATION
a. Elementary French Immersion Attendance Area Review for Elgin. County
Exec. Officer K. Bushell presented for approval a report recommending Senior Administration be
authorized to conduct an Attendance Area Review of the elementary French Immersion program
offered in Elgin County (Item 14.a). The following recommendation was moved by M. Reid,
seconded by C. Goodall and CARRIED:
That Senior Administration be authorized to conduct an Attendance Area Review
of the elementary French Immersion program offered in Elgin County. .
Detailed discussion ensued and questions of clarification were noted.

Trustee B. McKinnon advised the Committee of the Whole met in -camera from 5:05 p.m. to 6:15
p.m. and from 9:50 p.m. to 10:10 p.m. where confidential legal, personal and negotiation matters
were discussed. A conflict of interest was declared by Trustee P. Jaffe citing a personal conflict.
The following motion was moved by B. McKinnon, seconded by M. Reid and CARRIED:
That the motion relating to legal and personal matters be approved.
16. COMMUNICATIONS
a. Ontario Public School Boards' Association (OPSBA) Update
Trustee G. Hart advised that a new membership funding model is being endorsed by OPSBA.
The new model affects a decrease in fees for TVDSB. The following motion was moved by G.
Hart, seconded by M. Reid and CARRIED:
That the new funding model for OPSBA be supported in principle.
The OPSBA Annual General Meeting is scheduled for June 11-15. Registration is still open and
Trustees are encouraged to attend.

20. QUESTIONS/COMMENTS BY MEMBERS
Trustees Hart, McKinnon and Bennett attended at Hickson Central Public School for the recognition
of the 100th anniversary of the writing of In Flanders Fields by John McCrae. As a part of the tribute, a
tree was planted in honour of a former student who died in Afghanistan.
Trustee Bennett and Skinner attended West Side Story presented by the students of the H.B. Beal
Musical Theatre.
A motion to recess was moved by P. Jaffe, seconded by J. Skinner and carried at 9:40 p.m. The
committee reconvened at 9:50 p.m.
A motion to move in camera was moved by R. Campbell, seconded by C. Goodall and carried at 9:50
p.m. The committee reconvened in public session at 10:10 p.m.

Purpose To receive approval from the Board of Trustees to conduct an Attendance Area Review of the
elementary French Immersion (FI) program offered in Elgin County.
Content Pierre Elliott Trudeau FI Public School and Parkside Collegiate Institute offer the single track
elementary and the dual track secondary FI program options for Elgin County students.
On 2013 December 17, the Board of Trustees approved, as part of the French Immersion
Accommodation Plan, "THAT an addition for accommodation be constructed at Pierre Elliott
Trudeau FI Public School for 2016-2017, contingent upon Ministry of Education approval." Senior
Administration no longer considers this addition as a viable option for a long term solution to
permanently accommodate students due to additional increases in enrolment which would impact
the size of the addition required. Site configuration also restricts functional expansion.
FI accommodation pressure in Elgin County has been addressed historically, using a number of
accommodation strategies, including: the use of portable classrooms and portapaks; additions and
renovations; and program model modification.
The popularity of the elementary FI program is anticipated to continue to cause accommodation
pressures at Pierre Elliott Trudeau necessitating the immediate need for an Attendance Area
Review, and the examination of the interim accommodation solution of the French Immersion
program delivery in Elgin County.
The Attendance Area Review will examine several options, as presented in Appendix A - French
Immersion Planning Area - Elgin County, such as attendance area adjustments, dual -track schools,
moving divisions (primary, junior, or intermediate) and/or grades, and other options as may be
developed by the school review committee.

BACKGROUND
The following outlines the historic timeline of events for the French Immersion program in Elgin
County: ,
2007 March 07 — Capital Planning Advisory Committee — Elgin Region recommended the
establishment of an Accommodation Review Committee (ARC) to review accommodation issues
affecting French Immersion for Homedale and Wellington Street Public Schools.
2007 April 10 — The Board of Trustees approved the formation of the Elgin 2 ARC to review
accommodation issues affecting French Immersion for Homedale and Wellington Street Public
Schools.
2007 June 20 to 2008 April 03 — The ARC met to consider, discuss and investigate the benefits,
issues, concerns and considerations of the Administrative recommendation.
2008 June 10 - The Board of Trustees approved the following recommendations:
1. THAT the SK - 5 French Immersion students accommodated at Wellington Street
Public School be consolidated with the grades 6, 7 and 8 French Immersion students at
Homedale Public School at 112 Churchill Crescent, St. Thomas, to create a SK - 8 single
track French Immersion school.
2. THAT renovations and an addition be completed at Homedale French Immersion
Public School to enhance program and to accommodate enrolment.
3. THAT the grades 7 and 8 English students currently accommodated at Homedale
Public School be returned to their home schools or to the new southwest (John Wise) or
Mitchell Hepburn Public Schools as part of the overall restructuring of elementary schools
in St. Thomas.
4.. THAT Wellington Street Public School at 50 Wellington Street, St. Thomas be closed
and declared surplus.
2009 June 30 — Wellington Street Public School (SK — 5) closed. Homedale Senior Public School
(7-8 English/ 6-8 FI) closed and was converted to Pierre Elliott Trudeau FI Public School (SK — 8
FI, 7- 8 Extended FI).
2009 September 01 — Pierre Elliott Trudeau FI Public School (SK — 8 FI) opens.
2010 September 01 — Extended FI program introduced in grade 7 (grade 8 offered in 2011-12).
2013 October 08 — The French Immersion Accommodation Plan was presented to the Board; all
motions were deferred to December for a decision and to allow for public input. There were three
recommendations proposed by Senior Administration for Pierre Elliott Trudeau:
1. THAT the Pierre Elliott Trudeau FI Public School attendance area for SK to 8 French
Immersion be approved as shown in Figure 1, effective 2014 September.
(The figure identified the removal of Aldborough and Dunwich-Dutton catchment areas, an
additional recommendation included them at J.S. Buchanan FI Public School in Strathroy)
2. THAT the Pierre Elliott Trudeau FI Public School attendance area for Extended French
Immersion continue as shown in Figure 2, until such time that Extended French Immersion
is offered at J.S. Buchanan FI Public School.

3. THAT an addition for accommodation be constructed at Pierre Elliott Trudeau FI Public
School for 2016-2017, contingent upon Ministry of Education approval.
2013 December 3 — Public Input to the Board for the FI Accommodation Plan
2013 December 17 — The Board modified and approved the following recommendations
concerning the FI and Extended French program delivery in Elgin:
1. THAT the Pierre Elliott Trudeau FI Public School attendance area for SK to 8 French
Immersion be approved as shown in Figure 1 and also includes the attendance areas of
Aldborough and Dunwich-Dutton Public Schools, effective 2014 September.
(Remained status quo — all of Elgin county)
2. THAT the Pierre Elliott Trudeau FI Public School attendance area for Extended French
Immersion continue as shown in Figure 2.
(Remained status quo — all of Elgin county)
3. THAT an addition for accommodation be constructed at Pierre Elliott Trudeau FI Public
School for 2016-2017, contingent upon Ministry of Education approval.
(All references to Aldborough and Dunwich-Dutton Public Schools were removed from the
approved motions for J.S. Buchanan FI Public School.)
2014 September 01 - Elementary FI Plan changes were implemented, with the exception for that
year's grade 8 students who had the option to remain with their peers until graduation where
schools continued to offer FI.
2014 December -2015 February — FI options analysed and discussed by the Capital Planning
Coordinating Committee (CPCC) and Superintendent of Student Achievement (SSA) Don
Macpherson.
2015 January 08.— Initial meeting of Pierre Elliott Trudeau FI School Council to examine
accommodation issues at Pierre Elliott Trudeau. School Council met with SSA Don Macpherson
and Principal Colin Milligan to discuss next steps.
2015 January 28 — Pierre Elliott Trudeau FI School Council hosted an open forum for the school
community to discuss and brainstorm about accommodation issues. SSA Don Macpherson was in
attendance. Concerns were raised regarding: green space, support staff, storage space, class
size, washrooms / hygiene, community spirit, portables, parking, bussing, infrastructures,
opportunities, outdoor safety, mental health & wellness, safety, and learning. Short and long term
solutions were discussed.
2015 February 11 — Pierre Elliott Trudeau FI School Council met with SSA Don Macpherson and
Principal Colin Milligan to discuss and summarize the information gathered at the January 28
session. The predominant short term solution presented was the relocation of grades (6 — 8) to
Port Stanley Public School.
2015 March 9 — The "Pierre Elliott Trudeau French Immersion Public School Accommodation
Review March 6, 2015" School Council report was received by Principal Colin Milligan and
forwarded to SSA Don Macpherson and CPCC.
2015 March 10 — Accommodation Report reviewed and discussed by the CPCC and SSA Don
Macpherson. The decision was made to support the short term solution presented in the report; as
of 2015 September, to temporarily accommodate grades of 6 to 8 FI and grade 7 and 8 Extended
FI at Port Stanley'Public School as a.dual track school, Pierre Elliott Trudeau FI Public School to
remain single track FI grade SK to 5 until permanent solution, has been approved.
2015 April 28 - After receiving feedback from the community concerning logistics of the move,
Senior Administration rescinds the proposed relocation of grades 6 — 8 to Port Stanley Public
School for 2015 September.
2015 Mav 12 — Board report brought by Senior Administration requests approval to conduct an
Attendance Area Review in the fall of 2015 to study French Immersion in Elgin county.

ENROLMENT
There are two main factors that are currently affecting the accommodation pressure at Pierre Elliott
Trudeau FI Public School: the popularity of the FI program in Elgin and the increased cohort size
moving through.
While Elgin County continues to experience overall decline in the English track enrolment, the
French Immersion program has experienced rapid growth annually, beginning in 2009-2010.
Elementary FI enrolment has increased since 2008-2009 by 346 pupils or a percent change of
80.1%.
The following graphs identify historic enrolment of the English track and FI (including Extended FI)
in the Elementary panel for Elgin County:

French Immersion and Extended French Immersion programming is in high demand in Elgin
county. In 2004-2005 French Immersion enrolment accounted for 4.39% of all elementary students
in Elgin county. As of 2014-2015, French Immersion and Extended French make up 10.01 % of all
elementary students in Elgin County.

students taking French Immersion and Extended French in Elgin county from 2004-05 to date:

The second factor affecting the accommodation pressure at Pierre Elliott Trudeau FI Public School
is the increased cohort sizes moving through. The French Immersion program, throughout the
NDSB typically has greater enrolment in the earlier grades. This pressure is increased with the
primary class size initiative (grades 1 to 3, student teacher ratio of 20 to 1) which requires more
classrooms for fewer students. At Pierre Elliott Trudeau, the overall sizes of the grades moving up
are much larger than the existing intermediate grades now and soon to be graduating. This will
increase pressure on the current and future accommodation.
The popularity and increased cohort size of the elementary FI program is anticipated to continue.
The additional increase in elementary FI enrolment has impacted the size of the addition required
to permanently accommodate students. Senior Administration no longer considers an addition for
accommodation as a viable option. Time will be required before a permanent solution can be
implemented. Senior Administration continues to support the use of Port Stanley Public School as
a viable interim option to accommodate the excess enrolment from Pierre Elliott Trudeau.
Feedback received from the community has been mixed, both -in support of and opposed to the
relocation of the senior grades. In order to fully communicate logistics and share information
regarding the rationale for this option, Senior Administration is recommending an examination of
the program delivery and an Attendance Area Review for French Immersion in Elgin County to help
define the interim accommodation solution.
PUBLIC CONSULTATION
Following past practice, a school committee will be formed and a meeting held to share detailed
information, provided by the Planning Department and the Capital Planning Coordinating
Committee. This meeting will allow an opportunity for the school committee to discuss options and
ask questions. The school committee will then hold a public meeting to share the information
received with the greater Pierre Elliott Trudeau community. Opportunity for public input to the
Board will follow. Senior Administration will present a final report to the Board, prior to a decision
being made.

COMMUNICATION
Information will be posted on the school and Board website and a letter will be sent home
concerning the Elgin County French Immersion attendance area for 2016-17 following the Board
decision.
SUPPORT FOR ACCOMMODATION PRESSURES FOR THE 2015-2016 SCHOOL YEAR
Senior Administration and school administrators are working together to address the concerns
resulting from accommodation pressure at Pierre Elliott Trudeau. Strategies will be shared with
the school communities as they become available.

The tracking sheet was discussed and reviewed. It was noted that policies and procedures under

Director Elliott will follow-up with B. Sonier regarding the status of Criminal Background Check —
Volunteers independent procedure. Associate Director Pratt advised that Medical/Health Support
for Students procedure and Liability Insurance — Claims Handling procedure independent
procedure will also be brought forward to the next meeting.

a. Progressive Discipline of Employees Policy and Procedure
Supt. L. Griffith -Jones, Associate Director J. Pratt and Principal J. Tonner joined the meeting
to review the revisions to the Progressive Discipline of Employees policy and procedure.
Changes were made to the needs of the system and to support supervisors, managers,
school administrators and superintendents in their roles as supervisors of employees. The
policy and procedure apply to all employee groups.
Representatives from all supervisory employee groups have reviewed the recommended
changes and provided input. The revisions have been vetted by the Equity and Inclusive
Education Committee and have received legal review.
A summary of the changes were discussed by the committee including the implementation of
new support documentation and guidelines. The procedure was reviewed in detail and minor
revisions were noted.
The following motion was moved and carried:
That the Progressive Discipline of Employees policy and procedure be' posted for public
input to the Board's website for 30 days.
