administrative procedures,were highlighted.
The timelinesforwork activities required to implementthe Communications
Plan componentscontainedinthe Communications Infrastructure part ofthe
School Board Restructuring Fund Grant Application (approved by the Board
1998 April 28) were Identified.
The financialand program implicationswere reviewed.
Internet access across the system will accelerate the effective use of
information technologies inthe teaching-learning process.Atno timeInboard
historyhas there been a greater need to imparttechnologyliteracyskills.
Benefits from a robust communications infrastructure across the system are
many and include the following:
•enrichingteaching materialsand the learningexperience of students
- achieving meaningful and equitablestudent access tolearningmaterials
enabling student research and group collaboration
- enabling distributed learning
-enhancing student/teacher/parent interaction
• enabling Board-wide sharing oflearning resources,curriculum,lesson

Inaddition,there are significant benefits ofan administrativenature Including
the following:

- enabling electronic reporting as requiredbythe Ministry of Education

The costs/savings were reviewed as follows:
- Totalestimated cost for implementing the Plan is $4 651 305.
- Anticipated monthly costs are $87 629.
-Present monthlycosts are $75529foroperationofthe Elgin and London
wide area networks.
- The additionalmonthlycost of $12100 isthe Incrementalmonthlycosts
required to extendthe widearea network to Middlesex and Oxford.
-Significant investment ofstaff time and dollars is required to build the
electronic connectivity envisioned in the Information Technology
Communications Plan. The report provides estimates of costs and
timelines.TheBoard's application underthe SchoolBoardRestructuring
Fund Grant Program, if successful,will offset many of the costs
associated withthe InformationTechnology Communications Plan. The
implications for the 1998-99 budget will only be known when a full
understanding has been achieved of the Ministry's response to the
application.ItIs proposed to commence Implementation ofthe Plan,
consistent withthe availabilityofcurrent budget dollars subject to Board
approval in principleofthe Plan.
- Anumberoftechnologyalternativesforwide area connectivityexistand
are being pursued with vendors and potential partners. The Boardis
committed to an open and competitive process to ensure that all
potential suppliers of wide area connectivity havean opportunity tobe
considered for the business.
Consistent withthe Plan, the Board expects to continue to secure high
speed Internet access through its association with the Larg'Net
community consortium.
It Is anticipated that the Communications Plan Initiative will Include
partnerships with the coterminousand neighbouring schoolboards.

6S-A.Director John Laughlin expresses appreciation to staff at aillevels forthe
ongoing dedication and commitment toexcellenceinthe educationsystem.
He reports that meetings with local MPPs andthe Ministry of Education and
Training seniorstaffhave resulted in improved funding.Asa resultofan
increase in special education funding,all termination notices issued to 40
educational assistants have been rescinded and 40 elementary teachers and
11.5 secondary teachers have been added to the staff complementfor
schools. Anadditional46 secondary school teachers have been added to
the staff complement as a result of the increase in funding related to
secondary school teachers'credit load.
Schools will complete timetabling and staffing overthe summermonths with
conflicts beingdealt with the lastweekofsummerand schools openingas
scheduled.

During a question and answer period, funding changes that will impact the
Special Education Per Pupil Amount (SEPPA) and the Intensive Support
Amount (ISA)Levelswere discussed atlength. Itwas reported that a validation
process has been established by the Ministry of Education and Training to
ensure boards understand and apply criteria consistently across the province.
AValidationTeam will be visitingall 72 school boards during the summer to
reviewa random sampling ofISAclaimsto ensure the Ministry'scriteriaisbeing
met; to provide insen/ice if required and to make recommendations to the
Board,if necessary.
5. Bob Merifield,Program Supervisor,provided background information pertaining
to the foundation grant allocation.
The proposed projections for funding as they relate to the special education
programs and sen/ices across the district were reviewed. Information was
provided in response to questions pertaining to the Notice of Termination of
elementary and secondary Educational Assistants.Concerns were expressed
withthe impact on special education programs and services that will result with
the reduction of Educational Assistants.The Committee emphasized that
Educational Assistants are an essential part ofthe programs and services for
special needs students.Itwas noted that the finalfigures will not be available
from the Ministry until 1998 September.
It was suggested that this matter be discussed by the Steering Committee as
the philosophy and guidelines for the harmonization process of special
education programs and services across the system are being considered.
It was reported that the first meeting of the Steering Committee is to be held

Pupils was deferred to the meeting of 1998 September 15.
7. Information pertaining tothe status ofthe Pre-School Transition Guidelines was
requested for the September meeting.
8.Sandra Westaway,Superintendent of Program Services,announced that Don
Varnell,Associate Superintendent of Program Services,has submitted his
resignation to retirement, effective 1998 August. Don's exemplary service to
the London Board of Education over the past 32 years was applauded and his
expertise in the area of Special Education will be greatly missed.It was
requested that a letter of appreciation and congratulations be sent to Don
expressing the Committee's gratitude for his outstanding contribution to the
needs of special education students.

1.The Treasurer and Chairperson orVice Chairperson are authorized on behalf of
the Board to borrow from timeto time bywayof promissory note or bankers'
acceptance such sums considered necessary to meet current expenditures of
the Board until current revenues have been received.
2.The Treasurer and Chairperson orVice Chairperson are authorized on behalf of
the Board to sign such promissory notesor bankers'acceptances as may be
necessary for the sums liorrowed plus interest,at a rate agreed to with the Bank,
and to affix the Board's corporate seal.The interest charged on all sums
borrowed plus any related charges isnotto exceed the interest thatwould have
beenpayable atthe prime lending rate ofthe chartered banks listed in Schedule
Iofthe BankAct(Canada)onthe date of borrowing.
3.The Treasurer is authorized and directed to apply In payment of all sums
borrowed plus interest,all ofthe monies collected and received in respect ofthe
current revenues of the Board.
4. The Treasurer isauthorizedand directedtodelivertothe Bankfromtimetotime
upon request a statement showing (a)the total amount of unpaid previous
borrowings ofthe Board for current expenditures together with debt charges,if
any,and (b)the uncollected balanceofthe estimated revenuesforthe current
yearor,where the estimates have not been adopted,the estimated revenues of
the previous year less any current revenue already collected.
5. The Bank shall not be bound to establish the necessity of the borrowings
authorized bythis resolution or their application for the purposes aforesaid and
may rely ona certified copy of this resolution as proof that the borrowing isvalidly
authorized andonanystatement furnished bytheTreasurerunderparagraph4
as proofofthe facts stated therein.
