Aiist ofprojects representing a budget of$6 985190,will be completed from this fund.The actual cost will be reported to the Board with a recommendation to transfer funds from the Pupil Accommodation Reserve Fund. Anyremaining school renewal grant not spent inthe 1998-99 year, is automatically carried over and remains inthe pupil accommodation reserve fund to be used for school renewal or pupil accommodation projects in the future. The Student Accommodation and Planning Report,1999 March,outlined the school renewal program forthe 1998-99 fiscal year.The projects were based on the fourformer Boards' project forecasts and specified needs offacilities that came to light over the past year.The Program Enhancement Project was developed in consultation with Superintendents of Education and Principals. In future,School Renewal Programs developed by Facility Services will use a team of external consultants to inspect our schools using a common database to report the condition of our schools as detailed In the School Renewal Program.The consultants appointed are from the approved listof professional consultants recently approved by Facility Sen/ices.These consultants,in conjunction with Facility Services staff,have developed the criteria and rating system to be used for these reports and the capital forecasts can be developed forthe School Renewal Program. Itshould be noted that each consultant appointed has been assigned schools from each of the former boards so that a system-wide perspective can be given to the audit. Recommendation: That the list of school renewal projects totalling $6 985 190,to be funded from the 1998-1999 budget "Pupil Accommodation Reserve Fund" be approved. The report is received and the recommendation is adopted on motion of Brock and Wice. 1999 June 22...193 75-D.Business Services -Property Matter -469 Boler Road, London Ttie residential property located at 469 Boler Road,London waspurchased by the Board in 1990 ata costof $2l'l 810.The property,located onthe east side of Byron Southwood P.S.,'was originally purchased to provide access to the school site and Is 113.7j5'x 259.75'or nearly 7/10 of an acre insize. The house (1 3/4 storey stucco residence) located on the property was originally rentedbuthas remainedvacantinrecentyears and issubject to occasional vandalism. in 1996,the propertywas listedthroughrealestate for $215 000.Offers received for the property were well below the purchase price and were deemed unacceptable. Today,based onrealestate comments,the property might yield $145 000. The Administration has reviewedvarious optionsand recommends that the house be removed from the property and the access to the school be developed. Recommendation: That the house located at 469 Boler Road,London,be removed and the site developed as an access to Byron Southwood P.S. The report is received and the recommendation is adopted on motionof Wiceand Jaffe. 75*E.Business Services •Request for Proposal •Photocopiers Inorder to replace existing photocopier machines where current agreements had expired, and to consolidate multiple contracts wherever possible, a Request forProposal was advertised by mailing,Internetand the Electronic Tender Network,and responses were received from six suppliers. The Photocopier selection committee included a Principal,Teacher Librarian, Office Managers,Administrative Assistants, two members of Supply Management and the Supervisor of Printing Services. The committee assessed each response against the criteria identified In the Request for Proposal and all submissions were deemed to be compliant. The submissions were thoroughly evaluated by the committee,with the unanimous recommendation that the award be granted tothe lowest totallife cycle cost bidder. The cost, not to exceed $3 136 700.70 over four years,including all taxes (based on 1998 copier usage),will be funded from within existingbudgets. This contract includes the buyout of existing leases totalling $279 109.60, and represents an increase per year of $197 006.67. 1999 June 22...194 Recommendation: That afouryear contract be awarded to Doeringand Brown,to provide Digital and Anaiog Photocopiers to the Education Centre, Community Education Centres and all Secondary Schools in the District. The report is received and the recommendation is adopted on motion of Brool<and Jaffe. 75-F.Business Services •Request for Proposal •Transportation Computer System Development and Route Optimization A Request for Proposal (RFP) was developed in order to complete computerization of the Board's transportation system,including route optimization, withina two-year contract.The successful vender will manage the computerization,with collaborative efforts ofthe Transportation Services Department and train staff members as the project proceeds. The following chart outlines the present status of the computerized transportation system in the four former Boards: Software Route Optimization London EDULOG No Elgin EDULOG (different version)Yes Middiesex BUSTOPS No Oxford —•No The Request for Proposal included the following requirements: - allwork to be completed within a two-year contract;. - all transportation data moved to the London version of EDULOG; - optimization of all routes including Special Education; -development of necessary routines to allow the download of student information from Trillium to the transportation system; -staff training; -assist inthe conversion of the system to the EDULOG NT version by the end of the contract. The anticipated savings through route optimization are expected to be greater than the contract costs.Five firms indicated a desire to submit proposals and the Manager of Support Services,Supervisor of Transportation Services and Supervisor ofSupply Management reviewed the two Requests for Proposals received.The vendors were interviewed to clarifytheir proposals.Thecosts/savings,dependent upon route optimization results,and the implementation schedule,will begin in 1999 July and be completed by 2001 July 01. 1999 June 22...igs Recommendation: That EDULOG be contracted to provide computer system developrnent and route optimization for the transportation of regular and special education students of the Board. The reportis receivedand the recommendationis adopted on motion of Brocl<and Stewart. 75*G.Woodstock Elementary School Area Accommodation Study Atthe Committee ofthe Whoie meeting on 1999 April 13,trustees approved in principle,the ninerecommendationswithin the "Reportofthe Woodstock Elementary School Area Accommodation Study Committee",and directed the Administration to report to the Board on 1999 April 27, regarding implementation. Atthe April 27 meeting,trustees endorsed a motionthat the recommendations approved inprinciple, be forwarded to the Board on 1999 June 22 for approval. On 1999 April 27, a report was presented tothe Boardspecific to the closure of Chapel P.S. The report recommended that Chapel P.S. be closed effective 2000 June 30.That same report recognized the non-feasibility of full implementation of restructuring Woodstock elementary schools by 1999 September,but did acknowledge tHe possibility of implementing some aspects of the proposed changes,specifically the retention of grade six students within their "home"schools. Following consultation withthe principal,the school council, and the parents of grade five students,a decision was made to re-organize Eastdale P.S., Hillcrest P.S.,Southside P.S.and Springbank P.S.,according to a JK-6 program delivery model effective 1999 September.Implementation of the JK-6 organizational model will result inlan increased staffing allocation of 2.6 teachers and the addition of four portable classrooms.Two principals will have an increase in administration time from 0.8 to 1.0. The Administration continues to address the other recommendations within the report of the Woodstock Elementary School Accommodation Study, through ongoing dialogue with principals and school council chairs, community information sessions,and meetings with system staff. An overview of activities and decisions related to the implementation of the nine recommendations is presented.The finalplanforthe re-organization of Woodstock elementary schools,including details regarding the cost of necessary alterations and resources,will be presented to the Board on 1999 October 26. 1999 June 22...196 Recommendations: 1.That Chapel P.S.,Woodstock,be closed effective 2000 June 30. 2.That the following recommendations within the "Report of the Woodstock Elementary School Area Accommodation Study Committee 1999 March 02" (approved in principle 1999 April 13)be approved: (a) That elementary schools in the Cityof Woodstock be organized,where possible,by closing Chapel P.S.;introducing a JK to Grade 8 school organization modelfor Eastdale,Southside.Oliver Stephens,Springbank, Hillcrest,0.M.Sutherland,Northdale and Central P.S.; maintaining the JK to Grade 5 delivery mode! for Broadway and Victoria P.S.'s;and bussing students residing west of Mill Street to Oliver Stephens Sr.P.S.; (b) That consideration be given to varying the organization of schools within the Central Senior P.S.area with a view to addressing under capacity —"issues at Central School and providinga JKto Grade 8 delivery model at Northdale P.S.; (c) That the overall safety of children,including safe and reasonable access to school facilities,continue to be a priority of the Board; (d)That alterations to school buildings as a result ofthe recommendations, take Into account plans for future enrolment growth and opportunities to optimize student learning through the enhancement ofschool programs; (e) That implementation ofthe recommendations be conducted ina gradual, controlled manner,in ongoing consultation withthe school community,to ensure a smooth transition for children and teachers; (f)That,where feasible,students presently attending senior public schools be given the opportunity to continue their schooling at that site until the completion of Grade 8; (g) That in consideration of recommendation (b)above,the Board endeavour to address school capacity and program equity issues in Woodstock schools through the establishment of specialized programs such as French Immersion, School for the Arts,Science and Technology, etc; (h)That the Board regulate school capacity at Southside P.S.,Oliver Stephens Senior P.S., and AlgonquinP.S., through the designation ofa "HoldingZone" forfamilies moving into ihe Potters Woods subdivision in the southwest of Woodstock, and the planned subdivision east of Lansdowne Avenue in the Township of Blandford-Blenheim; 1999 June 22...197 (i)That childrenbe accommodated within the school building withthe goal ofeliminating as many portable classrooms as possible." Following thediscussions,SEACendorsed ProjectHopeand requested thatthe Administration prepare a letter in consultation with the stakeholders to the appropriate Mlnlstties (i.e.MinisterofCornmunityand Social Services,Minister without Portfolio responsible for Children's Issues,and Minister of Long Term Care)indicating SEAC's support and requesting funding for this initiative. 1999 June 22...198 4.Sandra Hurley, Learning Coordinator -Special Education,presented a review of this years'Initiatives pertaining to the Coaching to Inclusion program.A handout entitled,Making Inclusion Work:PracticalClassroom Strategies, was distributed and discussed.Members were requested to submit nominations for the 1999 Coaching to Inclusion Award by 1999 September 10 to John Barry (Fax #(519)453-3044)or to Sandra Hurley. 5.Paul Mennill,Associate Superintendent,provided an update on Secondary School Reform. As part of the Ontario Secondary School (OSS), Grade 9 to 12 program and diploma requirements,every student who begins secondary school during or after the 1999-2000 school year must complete a minimum of 40 hours of community involvement activities.Each board is responsible for developing a list of community involvement activities that are considered acceptable,and also a listof activities that are Ineligible.The Ministry has requested that School Councils and SEAC participate In the development of a list of approved activities.'' During a discussion period, the short timeframe to complete the list of community involvement activities for implementation by 1999 September,was considered.Linda VInce,Nadyne Gooding,Mary Ann Tucker and Linda Stevenson were appointed to represent SEAC during the consultation process and are to meet with Paul Mennlll and Becky Menzies,Secondary School Reform Committee,during July and August. An update on this process isto be provided at the September meeting ofSEAC. 6.The Committee met In camera from 1:45 p.m. to 2:20 p.m.and discussed the 1999-2000 Preliminary Budget as it relates to Special Edacation.The draft Budget is to be presented at an incamera and a public session of the Board to be held 1999 June 01. During the discussions,it was requested that SEAC prepare a written submission that reflects the conversation and concerns pertaining to funding changes that impact special education students to the Committee ofthe Whole meeting to be held Tuesday,1999 June 08. 7.The Administration presented the proposed new section for the Board Bylaws pertaining to the election of the Chairperson,Vice Chairperson and the terms ofofficeforSEAC. Duringa question and answer period,the draft Bylaws were amended to reflect the discussion and referred to the Ad Hoc Committee To Review Board Interim Bylaws. 1999 June 22...199 8. In accordance withRegulation306, the Boardisrequiredtomaintaina Special EducationPlan,to reviewitannually,to amend it from timeto time to meet the currentneeds ofits exceptional pupils,andtosubmitany amendmentj[s)tothe Ministry ofEducationand Training for review,on or before May15 each year. This year, the Ministry has recognized that many changes to educational legislation and regulations, as well as education reformand Ministry policies and directives,have had a cumulative impact on Special Education. Withthe amalgamation of Ontario's school boards, the Ministry expected that amalgamated boards undertake a process of developing a comprehensive Special Education plan inorder to meet the needs oftheirexceptional students consistently across the districts. To assist Inlong-range planning, the Ministry provided a listof topics which were to be included inthe Special Education Plan.Ministry staff will make use of this listof topics when reviewing the new plans. Extensive consultation has occurred with school-based staff,'the community, and agencies/associations.SEAC has been extensively involvedindeveloping this plan. The Committee met on 1999 May 20, to continue revisions to the Special Education Plan. On June 01,the draft Report to the Minister of Education and Training on the Reviewofthe Provision ofSpecial Education Programs and Services (Special Education Plan), withallrevisions to date,was discussed.The accompanying draft letter to the Minister, from the Chairperson of SEAC and the Executive Superintendent of Program Services,was reviewed and amended. Linda Stevenson,Learning Disabilities Association of London and Area, expressed concern that full harmonization throughout the*District of special learning classes had not,as yet,been achieved. The Committee supported the submission of the Report to the Minister of Education and Training on the Review of the Provision of Special Education Programs and Special Education Services on a recorded vote as follows: I YES J.Bennett,M.Tucker,N.Gooding,P. Clarification was requested pertaining to an artlcie that appeared in the London Free Press regarding Developmental Summer School.The Administration reported that through shared partnerships with the Ministry of Community & Social Sen/ices,Community LivingLondon,and the Board,funds have been approved forthe 1999 summer school for developmentally challenged students. It was reported that the Administration will continue to explore options for alternative funding for the future Developmental Summer School. 10. Colin Laine,Association for Bright Children,has submitted his resignation effective 1999 June 30.On a Point of Privilege, Colin expressed his thanks to his colleagues during his term of office on SEAC,and provided a personal anecdotal presentation to the Administration and Support Staff. 11.The Administration provided clarification in response to a question regarding the allocation of Educational Assistants across the district. 12.Linda Vince,Community LivingLondon,requested iriformation pertaining to the membership ofthe SEAC Transportation Sub Committee.The Administration advised that the DraftPolicyand Procedures on Transportation are currently at the consultation stage for input from the community and schools.Members were encouraged to provide input by sending a written submission to either Barry Woodley,Transportation Services,or Chairperson Joyce Bennett,or by accessing the Board's web site (www.tvdsb.on.ca).Transportation issues are to be discussed at the meeting in September. 13.Peter Askey, Executive Superintendent of Program Services,advised that Leba Silvert,Executive Officer,has submitted her resignation to retirement to the Board.The appreciation of SEAC was extended to Leba for her years of service,and her commitment and dedication to the former Middlesex Board and the Thames Valley District School Board.
